Recent Campaigns

Reporting to the Chief Executive, the brief was to find a professional capable of managing a centralised estates department (from London) responsible for the delivery of projects and maintenance across their diverse national portfolio whilst they made a substantive appointment. The structure is an ‘intelligent client’ model with regionalised teams of architects and surveyors. They were seeking to appoint a head of department who could lead the day to day delivery of a ‘best in class’ service whilst formulating an ambitious 10 year estates strategy. The successful candidate had a prior track record within education which included an earlier career as Director of Estates at St Mary’s University and the Guildford College Group.

The University of Cambridge has a £2bn real estate development programme to support the University’s growth strategy and maintain its position as a global leader in its field. MRG were engaged by the Head of Estates Projects to undertake an exercise to facilitate the engagement of an external Project Advisor to take an independent oversight and governance role over one of the University’s crucial strategic projects. MRG were then able to quickly engage with and introduce one of their long-standing associates whom had a proven track record over 30 years in major project delivery across the public and private sectors including a senior role on the development of the property and facilities portfolio for the London 2012 Olympics.

Reporting to the Director of Corporate Services, the Head of Property had a mandate to transform LFB’s property function such that it represented a best in class property service that supports the strategic objectives and operational needs of the organisation. Key deliverables included creating a vision and strategy for the operating model of the property function and development of a 5-10 year property strategy in line with LFB’s overall business plan. Following a comprehensive fast-track search campaign MRG were able to shortlist a diverse group of 8 candidates for consideration, all of whom had a proven track record in leading transformation programmes across public and private sector real estate portfolios. The appointed candidate had a proven track record in the real estate sector having early worked for two of the leading multi-national property firms before most recently going on to lead a significant estate consolidation and team change programme for a central government estate occupier. Reporting to the Deputy Vice Chancellor (Operations) the post was responsible for all day to day operations for their outsourced service provider KUSCO which is a wholly owned subsidiary of the University. KUSCO had their own HR, Finance and Projects teams which operated autonomously from the University and the successful candidate was required to have managed a commercial enterprise and managed a large P&L. They have a largely directly employed labour force (of some 200 staff) in addition to a framework of outsourced providers covering their three campus estate. The person specification required an individual with a blended background across all aspects of operational FM (hard services) in addition to soft services and minor projects. The Interim Managing Director had served in a leadership post in a similar FM service provider background and was also the former Interim Director of Estates at the University of Westminster.

Case Studies Birmingham City Council - Interim Programme Director – Commonwealth Games (Athlete’s Village) Birmingham City Council is the local government body responsible for the governance of the City of Birmingham in England, which has been a metropolitan district since 1974. MRG Interim Executives were approached by Birmingham City Council to secure an immediate interim candidate for its Programme Director vacancy, leading the development of the Athlete’s village ahead of the 2022 Commonwealth Games. A comprehensive attraction strategy was developed and presented by MRG to ensure a quick and efficient process. MRG conducted a thorough face-to-face and video-call screening service, followed by a tailored interview process to best suit Birmingham City Council. MRG then assisted with the final selection process by securing the successful candidate and providing feedback to all who interviewed, completing the cycle. The team ensured there was a good number of candidates shortlisted and presented; this was key to ensuring we hired good quality professionals who were both technically strong and a good cultural fit. Science Museum Group - Asset Management Consultant The Science Museum Group is a collection of British museums, comprising: The Science Museum in South Kensington, The Science and Industry Museum in Manchester, The National Railway Museum in York, Locomotion in Couty Durham, The National Science and Media Museum in Bradford and The National Collections Centre Museum in Swindon. The Brief SMG were seeking an Asset Management Consultant to review the SMG Ten Year Asset Management Plan in its current draft, recasting and representing it according to newly agreed funding categories. The consultant would help develop and clearly articulate the strategy and outcomes for a ten year maintenance plan on a site by site basis; using existing data and knowledge to more clearly identify top risks and focus for allocation of a constrained budget The Challenge To ensure that the process of recruiting a specialised, niche consultant with a national remit was managed effectively, whilst allowing the client management to continue their duties without the distraction of a major recruitment drive. The entire process of search, interviewing, selection and onboarding the consultant into the organisation all had to be completed within a two week window. The consultant would be required to undertake the task of disaggregation, analysis and re-presentation of the Asset Management Plan. They would take existing Asset Management data, and site knowledge (across six sites nationally), PPM plans, trend data, and local knowledge of the Heads of Estate etc, and develop further. Requiring a variety of different skillsets (asset management, health and safety, capital projects, capital planning and maintenance) and someone of a suitably senior stature, the individual we were tasked with finding would undoubtedly be from a small pool of possible candidates and would test the strength and quality of our networks and talent pools. The Solution The process, from receipt of the job description to the final acceptance, took nine working days. This allowed MRG to utilise our extensive network of available interim candidates, recruitment methodologies and experience to identify and screen suitable candidates. The successful candidate was phone interviewed and subsequently interviewed face to face where they were thoroughly briefed on the role prior to being submitted to the client. The assigned consultant onboarded the following week and undertook the assignment, completing the work in time, submitting their report back to our client and being kept on past the original end date to make further recommendations.

Case Studies Hampshire Fire and Rescue Services - Workforce Transformation & Development Consultant (HR) Hampshire Fire and Rescue Service is the statutory fire and rescue service for the county of Hampshire, on the south coast of England. The Brief Hampshire and the Isle of Wight Fire & Rescue Services (Fire Service) approached MRG needing support to evaluate their current Workforce Development (WfD) and Learning & Development offer, which was being provided through a Shared Services arrangement with Hampshire County Council (HCC). The Fire Service was seeking to undertake an assessment of its current WfD provision across Hampshire and the Isle of Wight and to complete an assessment of appropriate delivery models to improve the provision offered. The Challenge This was not a role for the faint-hearted, requiring a complex range of skills and experience with the personal qualities and presence to engage with a complex range of stakeholders across emergency services, local government and private sector suppliers. From the start, the MRG team understood the importance of demonstrating a clear understanding of the current service, its challenges, and the qualities that made it effective for the last 5 years. We spent time engaging with the Director of Corporate Services, analysed the brief and new corporate strategy and developed key recruitment priorities and the competencies required on a high-profile and politically sensitive appointment. These briefing sessions delivered results with a clear and agreed profile for the role and a creative recruitment process to engage a diverse range of leadership talent. The recruitment campaign was visually creative, with rigorous assessment and effective stakeholder engagement built in. The final candidate pool comprised local government and public sector HR/OD and Workforce Development consultants. The Result Of the diverse shortlist presented, HFRS interviewed 5 consultants and identified a clear candidate of choice. The consultant onboarded and worked entirely remotely during the COVID-19 pandemic and delivered the brief, advising on inputs to the delivery model appraisal, and measures of viability, and provide, as outputs, delivery model appraisals.

Matt has managed and sector led Property & Real Estate recruitment teams both in temporary and permanent assignments, bringing over six years of experience recruiting senior level positions across the UK and North America. After spending the first four years of his career based out of Canada, Matt relocated back to the UK in 2017. He has subsequently focussed on built asset consultancy and business transformation, leading a team in developing and delivering complex and challenging assignments for the private sector, third sector and central government – large-scale programmes of work that balance quality, operational and financial objectives in complex stakeholder environments. He joins MRG as a Senior Manager and will work across both the public and private sector businesses.
