Mayor absent

L’ORIGNAL | Clarence-Rockland’s mayor took a leave of absence last Wednesday. Mayor Marcel Guibord and Councillors Diane Choinière and Guy Félio along with local lawyer and businessman, Stéphane J. Lalonde, were scheduled for a first appear- ance in provincial court in L’Orignal Oct. 23. They were to appear before a Justice of the Peace on breach of trust charges. Lalonde is also charged with counselling to commit breach of trust. None of the four were present but their designated representative did attend as is allowed for a first appearance session. Their case has been remanded to the Dec. 4 pro- vincial court session for another appear- ance date as part of the court process. Crown Prosecutor Julie Scott from the Ottawa office was assigned for the initial hearing of the case. During a later phone interview she explained that it is standard procedure to designate a Crown attorney from a neighbouring jurisdiction for a case where a local member of the legal profes- sion is involved to avoid any possible pres- ent or future conflict situations with the lo- cal Crown office. Lalonde is a lawyer with a practice in the Prescott-Russell region so the Crown office in Ottawa has taken up the case from its L’Orignal counterpart. The charges against the four resulted from an OPP investigation of a series of emails exchanged between them follow- ing the 2010 civic election. The content of most of the emails concerned ways to force the resignation of Daniel Gatien, the city ad- ministrator at the time. Gatien had a defa- mation suit in place against Lalonde, who was a former business partner of Guibord. Besides being absent from court Oct. 23, Guibord was also absent from the United Counties of Prescott-Russell council ses- sion scheduled for the same day and on the opposite side of the building in L’Orignal which houses the provincial court offices.
