Strategic Planning Process The following sections in the 2017-2021 Strategic Plan provide valuable information regarding the strategic planning process, the role of the Strategic Plan Advisory Committee, an explanation of plan goals and action items set for the next five years, and a description of plan implementation. Overall Planning Process and Advisory Committee In February 2016, the Chief assembled a diverse Strategic Plan Advisory Committee (SPAC) to oversee the strategic planning process. The committee, comprised of community stakeholders representing neighborhoods, businesses, civic organizations, FWPD employees, and other City departments, met for the first time in February 2016 and monthly thereafter through June. The group participated in various meetings, ranging from focus group discussions, input exercises, as well as completing electronic surveys to provide public input into the overall planning process. The department went to great lengths to include everyone, from members of the police department, other city departments, and our community, to participate in this important planning process. Committee Input Overview  Identified and categorized the Strengths, Weaknesses, Opportunities, and Threats of the FWPD using a SWOT Analysis  Created new Vision Statement  Created new Mission Statement  Created new Core Values  Created four strategic directions to form the structure of the plan  Created goals and action items for each of the four strategic directions consistent with stakeholder priorities  Assigned S.M.A.R.T. Goals to the appropriate managers/administrators for ownership, audit, and completion. The Strategic Plan Facilitation Team, consisting of staff from the FWPD Research and Planning Section and the Technology Services Section, were the persons responsible for facilitating meetings, recording, and prioritizing, the collective input from a variety of exercises and medium. See Appendix D for detailed information about committee input. Strategic Plan Meeting The Strategic Plan Advisory Committee collectively determined items the department should focus on in the next five years. The input exercises and focus groups generated the following findings, each of which formed the basis of the plan:
