2016 Tactical Command Staffing Analysis The Tactical Intelligence Division includes the following units: Crime Analysis, Criminal Intelligence, Tactical Information Officer, Homeland Security, Criminal Intelligence, Electronic Surveillance, Hostage Negotiation, and Dignitary Protection. This Division also operates the Real Time Crime Center (RTCC), a critical section of the division that assists the department by providing real-time information, support, tips, leads, and monitoring to patrol officers and investigators. An additional duty during the next five years for RTCC personnel will be the 24-hour monitoring of city surveillance cameras, business camera feeds, LPRs, etc., and delivering intelligence in a proactive manner, in situations that are sometimes dynamic. The RTCC also performs supplemental investigative work, providing data-mining support to detectives in complex cases, especially cold cases, where additional in-depth research may uncover clues that were not evident. Ultimately, the RTCC will engage in information sharing with regional partners and neighboring agencies to provide valuable cross-jurisdictional support. Due to the difference in tasks assigned to each of these units, there is no uniform methodology for determining staffing levels. Figure 3.11 displays current sworn staffing, departmental recommended staffing, and the analysis or logic for the recommendation for both the Tactical Intelligence Division and the Tactical Investigations Division.
