#5 Ranked Unfunded Project: Consolidate Police Property Room Expansion and Crime Scene Offices with Blood Drying Room By January 2017, the existing Property Room will reach capacity, and additional property storage space will move beyond a critical need. Sufficient capacity is critical. This project would consolidate the Crime Scene Search Unit (CSSU) office space, the blood drying room, and the Property Room expansion into one facility within the footprint of the current Crime Lab and Property Room facility. This project would enhance operational effectiveness and productivity, as core functions of the CSSU can more easily interact with those of other units at the same site. In addition, the CSSU offices occupy leased space, while the blood drying room is currently located at 350 West Belknap Street. Although design for the Crime Scene portion of this project finalized prior to the publication of this plan, future design plans require an amendment to include the proposed Property Room expansion to combine the projects. Based on the site layout, a two-story facility should accommodate both proposed uses. The FWPD will request funding for this facility project in the 2018 Bond Program. The availability of sufficient spatial capacity is critical to complying with the Texas Code of Criminal Procedure, Article 38.43 - Evidence containing Biological Material, that mandates the retention of evidence for no less than 40 years, or until the applicable statute of limitations expires (which is 99 years for homicide cases), or until the defendant(s) or the suspect(s) are deceased.

Crime Scene Offices and Property Room

#6 Ranked Unfunded Project: Phase II Public Safety Complex Improvements

The purpose of this project is to fund necessary Police Department improvements at the new Bob Bolen Public Safety Complex. Some of the improvements were included in the initial programming for the new facility, but went unfunded as they fell outside of the estimated project budget. Some proposed improvements related to critical, heightened security measures that require implementation to harden the physical facility, IT systems, and infrastructure. The strategic plan intentionally redacts the names of areas relating to emergency preparedness, safety, and security, due to their inherent sensitivity. Other necessary improvements include the

development of a K-9 training course, SWAT obstacle course, soundproofing of interview rooms, etc., and are outlined in the Police Department Needs Assessment System. The proposed SWAT obstacle course would complement the current fitness rooms and offer SWAT officers valuable configurable opportunities for custom, scenario-based training. It 505 W.
