Technology Development and Infrastructure Expansion The Technology Plan provides a framework for the Fort Worth Police Department to prioritize the technology and equipment related goals and initiatives that were identified from comments and suggestions received by external and internal stakeholders through a series of SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and focus group discussions, as well as needs identified through FWPD’s Needs Assessment process. Technology drives policy changes as new and emergent innovations play an increasingly critical role in the daily work of officers. Enhanced technology has the potential to revolutionize policing, by offering better information quickly, which allows them to design their own plans to prevent or investigate crimes in their beats. In order to support current and future operational needs, technological improvements must be as responsive and adaptive to change, as we expect from every police officer. The Department must also continue to be aggressive in cultivating relationships with internal and external stakeholders, to identify possibilities for public/private partnerships in support of technological enhancements. Expansion of the current infrastructure is not only necessary; it is an expectation. The Technology Committee provides FWPD support and guidance through proactive planning, research, and the implementation of strategic plan initiatives, goals, and action items as it relates to technology and equipment. The Committee also serves as a participating partner and provides support to project managers of action items as identified in the plan and, rather than a technical committee, serves as an advisory committee that provides general overall direction for the department’s technology-related initiatives. Additionally, staff must continue to work closely with the IT Solutions Department and Financial Management Services Department, potentially expediting the acquisition of new technology and equipment by taking advantage of applicable cooperative and/or existing purchasing agreements. Although the Department has the same budgetary challenges and aging IT systems that plague other agencies, this plan identifies and prioritizes key equipment and technology items recommended for funding over the next five years.  Cameras – Projects related to use and expansion of camera and License Plate Reader (LPR) technology.  Access to Data – Projects related to expanded or new access to data; both for officers and the public.  Investigative – Projects that expand and/or enhance technology that aid investigations.  Operational – Projects that improve efficiencies, performance and/or streamline operations.
