Fort Worth Police Department Strategic Plan

 Records Management System (RMS) Upgrade : The last major upgrade of the Police Department Records Management System was in 2010. This upgrade will include migration to the latest servers and database platforms to provide a variety of improved features including reporting efficiencies and functionality.  Records Management System (RMS) and Computer Aided Dispatch (CAD): While an upgrade to the Records Management System is imminent, and the CAD system has, and will continue to receive applicable updates including the most recent releases, additional functionality is available and required to insure the department is utilizing the most modern and efficient RMS and CAD systems. Recent advancements in these systems may provide additional features and functionality that we are currently unable to harness. A thorough review of current solutions has begun with IT assistance, and will continue into Fiscal Year 2017. Operational – Recent Accomplishments  PowerDMS: PowerDMS is a web/cloud based solution that provides electronic storage,

distribution, and digital receipts of General Orders, Special Orders, Standard Operating Procedures, and other policy documents issued to all Police personnel. Additionally, it enables the department to distribute training and test officer’s individually on updated policy and procedures in document and video forms. PowerDMS increases efficiency, improves communication, and

reduces costs associated with personnel time, workflow review, distribution time, paper, printing and more. Furthermore, the system provides metrics, allowing command staff to monitor acknowledgement and receipt; and allows for the test configuration to change, insuring the employee must pass, as an indicator and acknowledgement that s/he read and understood the information received.  Personal History Book: With hundreds, sometimes thousands, of applicants per Civil Service test, the background review process can be daunting and time consuming. At the behest of police department administration, Technology Services developed a web-based Personal History Book application, which allows applicants the option of completing this document online, in lieu of printing and submitting paper versions. This streamlines the process of reviewing applicant personal history, employment history, and other pertinent information for the Backgrounds Unit investigators, and helps the department to accelerate the hiring process.  Learning Management System (LMS): FWPD previously used multiple Microsoft Access databases to track the scheduling of in-service required training. Upon the implementation of a web/cloud-based Learning Management System solution from Informa, personnel now schedule and request training through a web-based portal.
