The system also assists training staff in the mandatory reporting of training hours to the Texas Commission on Law Enforcement (TCOLE), saving valuable time and money.  Mobile/Out of State-Civil Service Testing: The first out-of-state civil service exam was given at CUNY John Jay College in New York, NY on March 4, 2016. The Department continues to explore the implementation of online testing, which will allow FWPD to increase the number and diversity of applicants.  ReportBeam (Electronic Accident Reporting): FWPD transitioned to an electronic-based reporting system for reporting accidents to the Texas Department of Transportation (TXDOT). This type of solution enabled real-time validation of reporting and electronic submission of accidents to TXDOT, and integrated with our Computer Aided Dispatch (CAD) system, enabling officers to import information related to the involved drivers and vehicles into their report, preventing duplication of work. Previously, all accidents were completed using a template based paper form and officers were forced to duplicate effort by manually inputting information into our previous accident report database. This solution promoted dramatic increases in productivity and reductions in costs. Operational – Future Projects  E-Citation: The Police Department identified the need to invest in an electronic citation solution. Electronic citations reduce errors and increase efficiency, and collaborating with Municipal Court could create exponential process-related benefits from this type of solution. In FY17, FWPD allocated $600,000 to initiate the E-Citation project, requiring collaboration among multiple departments and additional funding in the future for completion.

 Mobile Data Computers (MDC’s): Similar to the established FWPD normal personal computer refresh (replacement) plan, MDC replacement is required to insure mobile devices are able to utilize the latest technology and software, and remain in compliance with various federal mandates, such as the FBI'’s Criminal Justice Information Services (CJIS) policy. MDCs provide officers with access to information regarding calls for service, access to Texas Crime Information Center (TCIC) and National Crime

Information Center (NCIC) information, and shares their Global Positioning System (GPS) / Automatic Vehicle Location (AVL) information with other Police staff, and provides access to other critical information.  Tow Dispatch and Management: The availability of adequate storage space for the high number of towed vehicles poses an extreme challenge. FWPD will evaluate the cost/benefit of private solutions that harnesses technology to aid the department in the dispatch of towing services, vehicle storage management, and improves wrecker response times to accident scenes. Finance and Administration Staff are conducting a cost benefit analysis to determine how much privatized tow dispatch and management adjustments reduce the amount of time officers spend on calls.
