in municipal property taxes this year than in 2013, according to the town’s proposed 2014 budget. The municipality anticipates collecting $10,065,993 in property taxes in 2014, compared to $9,557,814 in 2013, according to figures that are to be presented at a

March 17 consultation meeting. The session at 6:30 p.m. at the town hall will focus on the town’s proposed operating expenses and capital expenditures. $20 million in expenses The meeting will not deal with higher water, sewage and garbage rates that have already been approved by council. Overall, the town anticipates spending $20,348,893 on operations this year, compared to last year’s operational budget of $19,679,531. The Kemptville agricultural college, es- tablished 97 years ago, will close its doors in 2015. However, the future of the Alfred campus may not be as grim as Ottawa’s La Cité col- légiale and Sudbury’s Collège Boréal are currently discussing a potential partner- ship. The University’s Ridgetown Campus will remain open. The University of Guelph“will consolidate the academic and research programs deliv- ered at its Kemptville and Alfred campuses in order to improve efficiency, ensure qual- ity and best serve the agri-food sector,” said president Alastair Summerlee. At Kemptville, 128 students are enrolled in the mandated two-year associate di- ploma programs. Its largest program is the associate diploma in agriculture; the same

Major expenses this year will include the water and sewage service and garbage collection,$5,825,915,comparedtoabudget of $5, 324, 275; Ontario Provincial Police, $4,159, 628, compared to the allocation of $4,113,055 in 2013; street maintenance, $3,490,086 compared to $3,336,160 last year; administration,$2,181,580, compared to $1,926,521; fire protection, $1,304,600, compared to $1,318, 649 last year; recreation and culture, $1,228,819, compared to $1, 381,576. program is offered at Ridgetown. Another 51 Kemptville-based students are enrolled in the four-year bachelor of bio-resource management (BBRM) equine management degree. Those students spend two years at Kemptville and two years at Guelph. Currently, it costs about $4.6 million a year to support teaching, research, opera- tions and maintenance at Kemptville, and nearly $2.3 million at Alfred. There are also substantial indirect costs for things such as animal care, student support services and health and safety. “Clearly, this is not sustainable,” Summerlee said. Consolidating the regional campus programs will eliminate upwards of 37 full- time positions at Alfred and 75 at Kempt- ville, as well as a number of part-time and casual workers.
