The OPP contract for policing in the city is expected to increase by two per cent, or $60,000 more, to about $3.37 million. The municipal bylaw enforcement department also anticipates a necessary eight per cent increase of about $27,000, for a total alloca- tion of about $365,000 in the 2017municipal budget. The combined protection services alloca- tion proposed for the 2017 budget is about $5.2 million. The 2016 allocation was $5.1 million and so far the year-to-date combined expenditure is sitting at $3.8million, barring any unexpected situations or needs for any of the services. Council will continue to review all alloca- tions proposed for the 2017 budget up until its final approval in early December.

Those who safeguard the City of Clarence- Rockland need a bit more money to keep doing their job the best way possible in 2017. Deputy Chief Mario Villeneuve of the Clarence-Rockland Fire Department (CRFD) presented council with the proposed bud- get for all municipal protection services. The CRFD itself has a revenue projection of $103,250 in support funding from mis- cellaneous fees and some possible senior government or other sources. But the total projected 2017 operations budget for the CRFD is about $1.6 million. Subtract the revenue projection and the department still needs about a $1.5 million

Business garbage fee raises concern

Modest increases are planned for Clarence- Rocklandwater and sewer service rates for 2017. But a proposed hike for the commer- cial garbage collection fee raised a red flag for some members of city council. “We want to try to attract business to Rockland,” said Councillor Carl Grimard. “I am still surprised to see another increase this year.” The Ward 3 councillor referred to a pro- posed 9.5 per cent increase to the regular commercial waste service fee for 2017.That would mean businesses paying $707 next year compared to $646 this year. Councillor Grimard noted that the 2016 rate was a large increase over last year’s rate. By comparison, the residential garbage fee proposed for next year is $194, a 2.5 inc- rease from the current $189. Ward 1 Councillor Jean-Marc Lalonde echoed Grimard’s concern. He noted that at least one apartment complex and a couple of businesses in his ward have switched to private contractors for their garbage collec- tion rather than deal with the City. Chief administrator Helen Collier assured council that her staff is working on a report on options for dealing with commercial gar- bage collection needs, to avoid large fee increases in future budgets and help attract new commercial development. The report should be ready for council to review early in the new year.
