TOWNSHIP OF RUSSELL NOTICE OF STUDY COMMENCEMENT AND PUBLIC INFORMATION CENTER MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT STUDY LIMOGES WATER AND WASTEWATER SERVICING Project Background The Township of Russell is undertaking a Schedule ‘B’ Class Environmental Assessment (Class EA) study for a project to provide municipal water and sanitary servicing to the community of Limoges. The study will be completed in accordance to the Municipal Class Environmental Assessment document (October 2000, as amended in 2007, 2011 and 2015). Le but de cette étude est de trouver une solution favorable pour l’installation des services publics de la municipalité à la partie ouest de Limoges à partir du système d’eau et d’eau usée d’Embrun. L’endroit de cette étude est illustré dans l’image suivante ainsi que l’agrandissement de l’infrastructure proposé comme la zone d’intérêt. La consultation, l’avis du public ainsi que des révisions d’agences gouvernementales seront des composantes importantes dans l’évaluation environnementale. Les membres du public et de l’agence de révision sont invités à commenter pour l’incorporation dans l’ensemble de la planification de l’agrandissement du système d’eau et d’égout sanitaire. Durant l’étude, des avis additionnels seront affichés pour informer et solliciter davantage l’avis du public.

The study area for the project is shown in the following figure with the area where the proposed infrastructure extension is proposed is identified as the area of interest. Consultation with, and input from the public and government review agencies will be a vital
component of the Class EA study. Members of the public and review agencies are invited to provide comment for incorporation into the overall planning of the water and sanitary system extension.
Additional notices will be advertised to inform, and to solicit further input from the public as the study progresses.
Public Information Centre (PIC) As part of this study, a Public Information Centre (PIC) will be held to present the findings of the study to the public and other stakeholders, and to provide an opportunity for interested parties to provide comments and feedback to the project team. The purpose of the PIC will be to present the objectives of the study, to present alternative solutions, present the approach to the evaluation of alternatives, the preferred alternative, and to request public input. Information will be presented on display boards and staff from the Township, and WSP will be available to respond to questions from participants. A comment sheet/questionnaire will be available for attendees to provide written feedback. Details on the PIC will be published on a separate notice. Comments We are interested in hearing any comments or concerns you may have with respect to this study. Comments received through the course of the study will be considered in selecting the preferred solution. Information will be collected in accordance with the Freedom of the Information and Protection of Privacy Act. With the exception of personal information, all comments will become part of the public record. As part of the consultation process, a mailing list for notification purposes is now being compiled. Le centre d’information au public (CIP) Dans le cadre de cette étude, un centre d’information au public (CIP) aura lieu afin de présenter les résultats de l’étude aux publics et aux autres partenaires, ainsi que donner l’occasion aux parties intéressées à présenter leurs commentaires à l’équipe du projet. Le CIP a pour but de présenter les objectifs de l’étude, de présenter les solutions alternatives, présenter l’approche des évaluations alternatives, les possibilités préférables et l’avis du public. L’information sera présentée sur un tableau d’affichage, et l’équipe de la municipalité, ainsi que l'équipe de WSP seront présentes, pour répondes à vos questions. Un questionnaire sera disponible, afin que les participants puissent donner leurs commentaires. Les détails sur le CIP seront affichés sur un autre avis. Commentaires Nous souhaitons écouter les commentaires et craintes que vous avez, tout en respectant l’étude. Les commentaires reçus pendant l’étude seront pris en considération, dans la sélection des solutions favorable.
