Occupational Health and Safety

• Provide a support role during an upstream petroleum industry incident. • If notified of an incident, contact MER to confirm awareness.

• Maintain 24-hour availability of an emergency planning officer for representation to the Provincial Emergency Operations Centre, if requested.

• Provide a liaison officer to the ICC when requested.

• Monitor the health and safety aspects of applicable occupations within the hazard area to ensure all necessary precautions are taken to protect worker safety. • Carry out appropriate investigations and recommend actions to reduce the possibility of recurrence.

Local EmergencyServices – RCMP/Police, Ambulance, Fire

• Understand the response role when there is a private and public sector response.

Upon Notification of Incident

• Establish contact with the industrial operator.

Establish contact with MER.

• Obtain additional hazard information.

• Determine where roadblocks should be/are established. • Determine direction of approach to the incident.

Determine if there are injuries.

• Determine what response and public protection actions the operator has initiated. • Identify what resources are required and where they should be staged.

• Identify the location of the On-Site Command Post (OSCP) and any Incident Command Centres (ICC) or Provincial Command Centres (PCC).

Duties

• Respond and assess emergency incident.

• Establish a unified Emergency Operations Centre (EOC).

• Communicate with MER Emergency Operations Centre and provide Situation Reports as required. • Initiate appropriate public protection method when necessary or required. • Dispatch a representative to the ICC, once established, to coordinate the response.

• Maintain roadblocks as necessary.

Assist with fire protection.

• Provide emergency medical assistance as required.

Provide timely news releases.

• Communicate with MER to confirm call down of incident. • Conduct municipal and multi-agency debriefings.
