BUDGET SUMMARY
The City Council’s mission is to protect, maintain, and improve the quality of life for Irvine residents and visitors. The City Council is comprised of the Mayor and four City Council members who are elected at large by registered voters of the City. The City Council adopts legislation, sets policy, and establishes the budget of the City. The City Council also promotes the best interests of the community locally and with other governmental agencies.
Each member of the City Council has an individual budget to continue funding for City Council Executive Assistants and Community Partnership Fund grants and to contribute to the administrative support for City Council activities, City membership in regional organizations, and support for public City Council meetings. On a consolidated basis, these individual budgets total General Fund expenditures of $2,007,434 for FY 2023-24 and $2,019,494 for FY 2024-25. Each Council member is allocated $250,000 for support staff salaries.

Accomplishments
Approved Memorandum of Understanding with The Irvine Company to establish an affordable housing framework for six new developments in the City, creating 29.1 percent affordable housing across those six sites with a minimum term of affordability of 75 years. Approved creation of the Gateway Preserve and acquisition and closure of the All American Asphalt plant to make way for the extension of the Jeffrey Open Space Trail to the North Irvine Open Space, parks, additional trails for hiking and biking, and a new residential village consistent with the master plan for North Irvine. Initiated study of Council Governance structure to explore transition from at-large election system to districts-based election system, facilitating extensive and multi-lingual community outreach to ensure all community members have the opportunity to contribute to the district mapping process. Approved $5 million in Irvine Recovery Plan grants to Irvine’s most vulnerable individuals, families, and small businesses. Approved City’s application for $5 million in Homeless Housing, Assistance and Prevention Program funding. Approved Irvine Transit Vision and Pilot Program for a fixed route transit route along Yale Avenue and Barranca Parkway for convenient access between homes, local jobs, and schools .
