INFORMATION TECHNOLOGY SUMMARY OF SERVICES

Information Technology (IT) manages the City’s technology operations and provides short and long -range strategic planning to increase efficiencies through innovation. Services include application development, geographic information systems (GIS), cybersecurity, network/infrastructure, project management, contract management, and helpdesk support services. Contract management includes outsourced IT services providing application development support, helpdesk services, wired and wireless telecommunications, and citywide reprographic support. Recognized nationally as a top-ranked digital city by the Center for Digital Government, a national research and advisory institute focused on technology policy and best practices in state and local government.  Expanded the IT Help Desk’s live onsite support hours to 24x7 enabling around the clock support to the City’s critical services.  Implemented multiple infrastructure upgrade projects designed to deliver increased functionality, security, stability, and availability to City systems and services. Upgrades include: o New more efficient servers and network switches to replace old end of life equipment. o Increased City Hall internet bandwidth from 1GB to 4GB without increasing costs. o Deployed Starlink satellite internet service to connect remote City cites that did not previously have access to high-speed internet.  Accomplishments  Onboarded a new Managed Security Service Provider (MSSP) to bolster the security operations, incident response, and Security Operations Center (SOC) with the aim of enhancing the City's overall security posture.  Hosted the annual National Cyber Security Awareness Month (NCSAM) event with participants from County of Orange and other cities.  Implemented a cyber hygiene program offered by the Cybersecurity and Infrastructure Security Agency (CISA) to take proactive measures to mitigate attack vectors.  Hosted GIS Day at City Hall that was attended by industry experts, vendors, City staff, and local citizens. Irvine’s GIS Section also had the distinction of being awarded 3 rd place in North America for 2022 Geospatial Maturity Index by PSD Citywide.  Created web applications and maps for exhibits and projects such as: o Street Data for New Motorola CAD System o New Assessment Fee District Map o Noise Complaint Data Analysis and Mapping  Successfully completed an Enterprise Resource Planning (ERP) needs assessment to review the existing applications used by the departments.  Implemented an Information Technology Service Management system to enhance the IT service experience for the City technology users. A 24x7 portal was also implemented for all the City users to streamline self-service capabilities.
