PLANNING & DEVELOPMENT SERVICES SUMMARY OF SERVICES

The Planning and Development Services Division oversees all long-range and current planning programs for the City. This Division is responsible for processing all development applications. The Division implements the standards in the General Plan and Zoning Code, ensures compliance with the California Environmental Quality Act (CEQA), and maintains the City’s land use databases. The Division monitors and reviews regional planning and policies to ensure consistency with the City’s General Plan. The Division also provides support to the Planning Commission, Zoning Administrator, and the Subdivision Committee. The Division is also the first point of contact for residents and developers who are interested in remodeling their homes or beginning a new development project.

Accomplishments 

Processed over 200 entitlement applications since July 1, 2021.

 Entitled a Kindergarten through 6 th grade school and childcare center at the South Coast Chinese Cultural Center.

 Completed entitlement process for Tesla Sales Center in the Irvine Business Complex.

 Completed entitlement process for nearly 1,200 homes in Districts 5 North and 6 South of Great Park Neighborhoods.  Processed subdivision map for Neighborhood 4 in Orchard Hills and completed the residential master plan for 520 single-family units.  Approved conditional use permit for 4,200 square foot food related retail use (tenant yet to be identified) in the Irvine Business Complex (IBC).  Entitled a four-story, approximately 70,000 square foot, 52 bed convalescent hospital associated with UC Irvine in the IBC.

 Approved a new 80,000 square foot office building on the Edwards Life Science Campus.

 Completed the entitlement process for a new five-story, 172 room Home2 Suites by Hilton Hotel on Von Karman Avenue in the IBC.

 Approved site enhancements for Mariner’s Church in Planning Area 27 (Turtle Ridge).

 Completed entitlements for new six-story, 73 bed, approximate 165,000 square foot City of Hope Hospital in Planning Area 51 (Great Park).

 Approved a new Harbor Freight store in the IBC.

 Completed entitlements for 330 residential units in Planning Area 39 (Los Olivos).

 Completed entitlements for a 184-unit apartment project at 2602 McGaw Avenue in the IBC.

 Entitled major modification for the Chapman Rinker Graduate Health Sciences Campus in Planning Area 35.  Approved 222 residential units consisting of single-family homes and condominiums in Planning Area 6 (Portola Springs).
