Fund 157: OCFA SETTLEMENT AGREEMENT FUND On March 28, 2019, the City of Irvine and Orange County Fire Authority (OCFA) reached a Settlement Agreement, and the agreement was approved by the OCFA Board of Directors. On April 9, 2019, the Irvine City Council approved the agreement that contains $21 million in one-time costs, and $2.7 million in recurring costs over the next 11 years, for a total value of $50.3 million. The Settlement Agreement ensures the City's continuing membership in OCFA through at least 2030; establishes a variety of enhanced fire protection services to the City including improved public safety communications, a $500,000 annual drone program to assist fire and emergency responses and provide real-time monitoring of emergency incidents, the construction of a joint training facility (shared between OCFA and the Irvine Police Department (lPD), funding of a Community Emergency Response Team (CERT) coordinator and OCFA-provided training of IPD officers for Emergency Medical Technician skills; and creates a mechanism that "pre-funds" payments to be credited against the City's share of any unfunded pension liability that may exist if and when OCFA dissolves.
