Fund 160: HOMELESS HOUSING, ASSISTANCE AND PREVENTION (HHAP-4) FUND The City of Irvine is newly eligible for a significant allocation of funds from the California Interagency Council on Homelessness (Cal ICH) Homeless Housing, Assistance and Prevention (HHAP) program. The total funding allocation our City is allotted is $51 million, which will be received over four years and the first portion as soon as July 2023. There is a potential that this grant could become a recurring annual grant as well. The purpose of the program is to fund evidence-based solutions that address and prevent homelessness among eligible populations. HHAP funds will be allocated to the County of Orange, the Continuum of Care (CoC), and large cities located in the County of Orange (Anaheim, Santa Ana, and Irvine). While funding is earmarked for Irvine, the total dollar amount will not be finalized until U.S. Department of Housing and Urban Development (HUD) completes its 2022 point-in-time (PIT) count which may not be known prior to the November 29 application deadline. The previous Round 3 allocations provide an approximation of the amount that Irvine may be allocated. Orange County large cities were allocated $20 million in Round 3. If Irvine had been eligible for Round 3 HHAP funding, its allocation would have been close to $6 million dollars. To receive these funds, the City must agendize the application at a regular City Council meeting and submit a completed HHAP-4 funding application to Cal ICH by the deadline. This report provides background on the HHAP program, available funding, eligible uses, application and implementation details, and a proposed plan for th e City’s use of funds.
