the Irvine Strategic Active Transportation Plan, as well as development of a multi-use trail network within the Irvine Business Complex. Noteworthy new projects include bicycle and pedestrian bridges at key locations, and a significant corridor improvement along Yale Avenue, which includes analysis of separated/protected bikeways and bikeway protected intersections; a gap closure of the Jeffrey Open Space Trail (JOST) between Barranca Parkway and Interstate 5, including a bridge over the freeway, and a recently completed bridge over State Route 133 along the Venta Spur Trail. In addition, the City is implementing upgrades to bicycle facilities throughout the City to enhance safety and improve the interface between bicyclists and motorists through various roadway signing and striping improvements including these as part of larger capital improvement projects, where feasible. To further expand on intra-city connectivity and to further provide congestion relief, the City completed a Transit Vision Plan, and has begun efforts to implement the first pilot circulator. The benefits of implementing community circulators would include better access to local businesses and attractions, reduced auto-dependency and associated environmental benefits, congestion relief, parking relief, and an overall improvement in the quality of life. Finally, the City developed a Local Roadway Safety Plan ensuring that the City continues to build upon existing and ongoing safety efforts and remains committed to safety advancements throughout the City’s transportation network. Safety, efficiency, sustainability and vibrancy serve as guiding principles in all facets of transportation project development and implementation.

O RGANIZATIONAL E XCELLENCE

The City continues to cultivate a skilled and talented workforce. The biennial budget continues to promote innovation through in-house developed programs to expand career development. To minimize costs, the City implemented a Leadership Bootcamp providing staff supervisory training and a citywide Mentorship Program providing opportunities for coaching and guidance through interdepartmental professional networking. The City also developed the framework and needs analysis for the Mayor and City Council's formation of a Diversity, Equity, and Inclusion (DEI) committee. The committee will champion DEI principles to ensure every person living and working in the City is treated with fairness and has access to equitable services and opportunities . These efforts support the City’s mission to ensure that the City workplace and employment-related decisions are free of bias, harassment, and discrimination. The biennial budget funds innovative tools to enable City operations to resume without service interruptions despite unprecedented circumstances. Virtual City Council and town hall meetings increase transparency and public engagement. The budget captures evolving City priorities, reflect the latest technology trends, and ensure responsiveness to customer needs.

F ISCAL S TRENGTH

This biennial budget includes fiscal policies to reinforce the fiscal discipline and accountability principles under which this City already operates. The City of Irvine is ranked number two in the nation in fiscal strength by Truth in Accounting. The Adopted Biennial Budget is balanced as a result of a collaborative effort of management, employees, business partners, and the community in meeting significant financial challenges initially projected in the five-year forecast. The five- year Citywide SBP maintains the City’s reserves at the 20 percent policy goal to ensure fiscal sustainability in the event of future unknown
