GLOSSARY

FOR Families Program

A Community Services program designed to strengthen families by providing support to individuals and families experiencing stress through short-term support; peer advisement and referral services; self-help groups; and information related to parenting, stress reduction, substance abuse and money management. These include retirement/pension; health, life, and disability insurance; workers’ compensation; and vacation, administrative, medical and special leave of absence time.

Fringe Benefits

Full-Time Equivalent (FTE)

Refers to part-time hours converted to one full-time equivalent position, which equals 40 hours per week, 52 weeks per year.

Fund

A self-balancing set of accounts to record revenues and expenditures associated with a specific purpose.

Fund Balance

Within a specific fund, the funds remaining when all current and prior year liabilities (expenditures) are subtracted from current and prior year assets (revenues).

Gas Tax

State tax received from gasoline sales utilized solely for street related purposes, such as new construction, rehabilitation or maintenance.

General Fund

The primary operating fund of the City (as opposed to all other City funds, which are designated as “Special Funds”).

General Plan

A comprehensive, long-range, policy document required by state law. The document establishes the City’s overall spatial and temporal development pattern.

Geographical Information System (GIS)

A computer system capable of assembling, storing, manipulating and displaying geographically referenced information.

Goal

A time/phased strategy that will implement a specific course of action or plan, typically, a long-term process.

Government Finance Officers Association (GFOA)

Professional association of state/provincial and local finance officers in the United States and Canada (www.gfoa.org).
