GLOSSARY

Objective

Describes an outcome to be accomplished in specific, well-defined and measurable terms and is achievable within a specific timeframe; generally, programs have objectives.

Operating Budget

A budget for General Fund department service delivery expenditures such as salaries, utilities and supplies. The day-to-day costs of delivering City services.

Orange County Fire Authority (OCFA)

An agency that provides fire prevention/suppression and emergency services to 22 cities and all the unincorporated areas in Orange County.

Orange County Investment Pool (OCIP) Orange County Transportation Authority (OCTA)

A pooling of cash by the county, local agencies and school districts for investment purposes run by the Orange County Treasurer.

A regional transportation agency formed in 1991 to develop and implement unified transportation programs and services for Orange County (www.octa.net). A formal legislative enactment by the governing board (i.e. City Council) of a municipality. If it is not in conflict with any higher form of law, it has the full force and effect of law within the boundaries of the municipality to which it applies.

Part I Crimes

The most serious criminal offenses, including murder, rape, robbery, aggravated assault, burglary, larceny/theft, auto theft and arson.

Part II Crimes

All other criminal offenses not defined as Part I crimes.

Pavement Management System (PMS)

A computer-assisted decision-making process designed to help cities and counties prevent pavement problems through maintenance and repair in a timely, cost-effective manner.

Pavement Condition Index (PCI)

A scale from 1 to 10 that measures the structure, surface condition and riding comfort of the roadway.

Performance Budget

A budget wherein expenditures are tied to the measurable performance of activities and work programs.

Performance Measurements

Statistical measures that are collected to show the impact of dollars spent on City services.
