Transition success: Upon DSW agreement, USW(A&S) approved the XM recommendation for an integrated program office led by Air Force’s Program Executive Office Command, Control, Communications, and Battle Management (C3BM) that includes Navy, Army, and DISA, to make JFN an enduring capability. JFN’s Leadership Board voted unanimously to make the JATF estimation process permanent and continue with the DoW Soft- ware Cadre removing roadblocks—leading to repeated success in the next budget cycle. The Takeaway and Institutionalizing: These timelines are unprecedented relative to historic DoW processes. In FY2024, the effort was recognized by the DSW, VCJCS, CCMD, USW(A&S), and USW(R&E) as the exemplar for transition and joint acquisi- tion to be institutionalized DoW-wide. Instead of falling victim to the Valley of Death, the actions led by the A&S XM with R&E and INDOPACOM, accelerated the JFN program by 3-5 years, turning years-long processes into days and weeks. In just one year, these actions validated the need, selected a PM, designed an integrated program office centered on the CCMD, and secured funding for an enduring program to meet Commander’s intent.
