Just in Time Kit: Transforming Army Cryptographic Logistics Through Critical Thinking B Y KIMOANH LE I. Executive Summary
The U.S. Army relies on stockpiles of ready-for-issue equipment, pre-updated and ready for the next requisition demand. This reliance on a large “Golden Pool” of cryptographic devices created significant logistical inefficiency, wasting time and resources on equipment that might never be deployed. To overcome this, a collaborative team from the U.S. Army Capability Program Executive Command and Control Information Network (CPE C2IN) Product Manager Communications Security (PdM COMSEC) and the U.S. Army Combat Capabilities De- velopment Command, Command, Control, Communication, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center pioneered the Just in Time (JIT) Kit, an automated solution that updates multiple encryption devices on-demand. This innovation yielded massive efficiency gains, enabling a single technician to update 42 devices at once, with two personnel capable of updating 1,300 devices in only two days, a process that previously required months to accomplish. This initiative demonstrates critical thinking by rejecting an inefficient, long-established readiness paradigm, applying independent judgment to develop a novel, automated solution solving a critical readiness challenge — overlooked by industry — at minimal cost. II. The Obstacle As an Electronics Engineer matrixed from the C5ISR Center to CPE C2IN PdM COMSEC as the Assistant Product Manager for COMSEC Cryptographic Systems, I coordinate and manage the Automated Mass Updater program. My team, which includes C5ISR Center laboratory engineers, serves as the Army’s subject matter experts for testing and evaluating cryptographic equip- ment, supporting U.S. Service members by ensuring their COMSEC devices are effective, safe, secure, and up-to-date. The specific obstacle was Tobyhanna Army Depot’s (TYAD) established “Golden Pool” paradigm for managing thousands of Inline Network Encryptors (INEs). To ensure readiness, TYAD routinely kept 10% of its inventory on the shelf—equating to hundreds of devices—”pre-updated” with the latest software. The staggering inefficiency was clear: Personnel would manually update 500 devices, but if an order for only 10 came through, the labor for the other 490 was completely wasted once a new software update was released. This manual process was slow, error-prone, and resource-intensive, risking TYAD’s ability to respond to urgent needs. The “Golden Pool” was the accepted standard, a cost of doing business that commercial industry showed no interest in elimi- nating. This situation caused a unique problem due to the sheer scale of the Army’s inventory and the impact of policy changes requiring more frequent software updates. The turning point came when we fully grasped the scale of wasted effort at TYAD, observing multiple technicians spending entire days updating devices that might not be needed for months, if at all. We realized the core assumption was flawed and asked: “What if they didn’t have to update the INEs until the moment they are requested?” This shift from a “just-in-case” to a “just-in-time” model was radical, fundamentally changing the logistics paradigm. III. Forging A Solution Forging a new path required extensive collaboration with key stakeholders: • Headquarters Department of the Army Deputy Chief of Staff (HQDA DCS)/ G-6: Builds and maintains the Army’s network, integrating command, control, communications, and cyber operations • CPE C2IN PdM COMSEC: Responsible for Army-wide fielding and life-cycle management of stand-alone encryptor devices. • U.S. Army Communications-Electronics Command (CECOM)/Integrated Logistics Support Center (ILSC) & TYAD: Ensures operational readiness through secure communications capabilities and logistics support. • C5ISR Center: Ensures confidentiality and integrity of Department of War cryptographic inventory through testing and evaluation, sharing technical expertise on encryptor devices.
