Each stakeholder brought unique perspectives. TYAD needed a simple solution to simultaneously reduce manual effort and handle large quantities. CECOM sought efficient inventory management aligned with modern logistics principles. CPE C2IN PdM COMSEC wanted a cost-effective “just-in-time” device that reduced human error and redundancy. HQDA DCS/G-6 required compliance and maintenance of cryptographic security standards without introducing vulnerabilities. By synthesizing these viewpoints, a clear pattern emerged: the need for a solution that was technologically advanced yet simple, secure, and user-centric. The perspectives of TYAD technicians revealed the critical need for a system that a single person with minimal training could operate. This synthesis led us to adapt our existing Automated Mass Updater (a technology developed by C5ISR Center engineers and transferred to PdM COMSEC) into the larger, server-rack-sized JIT kit—meeting TYAD’s efficiency needs, CPE C2IN’s “just-in-time” goal, CECOM’s inventory management needs, and G-6’s security standards. IV. Critical Thinking Process Our critical thinking began by fundamentally reframing the problem. Instead of asking “how can we make the manual up- date process faster,” we challenged the very existence of the pool itself, questioning the assumption that readiness required a large stockpile of pre-updated, idle equipment. We redefined the challenge from inventory management to on-demand, just-in-time logistics. Initially, C5ISR Center engineers considered creating additional smaller Multi-Device Automated Updaters, but I realized this was a linear improvement for an exponential problem. We made the connection between our existing updater technology and mass production concepts. “What if we could create a system that acts like a server rack, allowing one technician to update dozens of devices at once?” This led to the JIT kit concept, fundamentally changing the labor equation from one-to-some to one-to-many. The primary risk was technical: If there was a flaw in our automated script, it could potentially “brick” dozens of expensive INEs simultaneously, rendering them inoperable. To mitigate this, C5ISR Center engineers developed the JIT kit in-house as a pilot program at TYAD, allowing rigorous, controlled testing on a small scale before connecting to live inventory. The most critical independent decision was investing our C5ISR Center laboratory partner’s time and resources into develop- ing the JIT pilot, challenging a decades-old, accepted Army process. The confidence to proceed came from our deep technical knowledge and the undeniable, quantifiable inefficiency we witnessed firsthand. We built our case on irrefutable data from the pilot program. Where it previously took multiple personnel a month to update 100 encryptors, we demonstrated that two technicians could update 1,300 in just two days—a greater than 95% reduction in time and labor. When we presented these results to Army leadership, the data spoke for itself, creating enthusiastic champions for change. V. Implementation And Results Execution began with rapid, in-house development. My C5ISR Center engineering team adapted the existing Multi-Device Au- tomated Updater, redesigning it into the larger JIT prototype specifically for TYAD. C5ISR Center engineers worked side-by-side with TYAD technicians, training them on the simplified process. The implementation was remarkably smooth, a direct result of deep, pre-existing trust between C5ISR Center, CPE C2IN, CECOM, TYAD, and HQDA DCS/G-6. Instead of encountering resistance, the emerging data on the JIT kit’s incredible efficiency generated excitement and buy-in. The results were transformative. This exponential efficiency of capacity to have 1,300 devices available within days as opposed to requiring months, directly enhanced Army readiness by ensuring cryptographic equipment could be modernized and shipped on-demand, virtually eliminating wasted labor and logistical drag. VI. Lessons And Implications This initiative validated the critical importance of challenging core assumptions. We disproved the long-held belief that readi- ness required a massive “just-in-case” inventory, learning that a “just-in-time” model was not only feasible but vastly superior. By leveraging in-house expertise and innovation, we developed a novel solution for our commercial partners. The project set a powerful precedent, demonstrating that the existence of a trusted working environment between govern- ment agencies facilitates the remediation of complex, costly problems with remarkable speed and efficiency. This successful, mission-driven pilot revealed that the acquisition system can be tailored to be incredibly responsive when applying guidance from irrefutable data.
