Introduction :

The UK Parliament and the Palace of Westminster is one of the most iconic and significant estates portfolios in the world. It is home to one of the busiest parliaments, operating on a World Heritage site which attracts visitors from all over the globe, with more than a million people passing through its doors each year. The In House Services and Strategic Estates Team (IHSE) within Parliament takes great pride, as custodians of the Estate, looking after and improving the buildings of Parliament. It is a challenging environment where conservation, the need to innovate and build for the future coincide. In-House Services provides high quality facilities and services to Members and their staff, and to staff of the House of Commons, supporting them to carry out their work in a clean, comfortable, safe and efficient environment. Parliamentary Maintenance Services Team (PMST), within In House Services, consists of approximately 115 in house staff and a large number of contractors who maintain the Parliamentary estates (Commons & Lords) buildings, engineering systems and furnishings in order to ensure a fully functioning, safe working environment, equipped for the demands of the 21st century. Reporting to the Director of Parliamentary Maintenance, the jobholder will be the key interface between PMST, the Sponsor Body, the Delivery Authority and Strategic Estates, ensuring full engagement with NEP and R&R is maintained throughout the design; development; construction; commissioning; handover; maintenance and operating phases.

The Parliamentary Estate

The Palace of Westminster The Palace of Westminster, or the Houses of Parliament as it is also known, has changed dramatically over the course of nearly a thousand years of history. Transformed from royal residence to the home of a modern democracy, the architecture and cultural collections of the Palace and the wider Parliamentary Estate have continually evolved, sometimes by design, sometimes through accident or attack. The 1,100-room Palace dates from the mid-1800s and is now one of the most iconic and significant buildings in the world. The Palace is now a Grade I listed building and, with Westminster Abbey and St Margaret’s Church, forms part of the UNESCO Westminster World Heritage Site.

One of the most recognised buildings in the world, the Palace of Westminster owes its stunning Gothic architecture to the 19th- century architect Sir Charles Barry. The Palace contains a fascinating mixture of both ancient and modern buildings, and houses an iconic collection of furnishings, archives and works of art. Westminster Hall is the oldest building on the Parliamentary estate. What makes it such an astonishing building is not simply its great size and the magnificence of its roof, but its central role in British history. In and around the Hall, grew up the major institutions of the British state: Parliament, the law courts and various government offices.

Big Ben The name Big Ben is often used to describe the tower, the clock and the bell but the name was first given to the Great Bell. The Elizabeth Tower, which stands at the north end of the Houses of Parliament, was completed in 1859 and the Great Clock started on 31 May, with the Great Bell’s strikes heard for the first time on 11 July and the quarter bells first chimed on 7 September.

The Northern Estate Increasing demand for space has meant the Parliamentary Estate now extends well beyond the Palace of Westminster. It includes a collection of Grade 1, 2 and 2* listed buildings, located between the Embankment and Parliament St, including the Norman Shaw buildings that were originally used by the Metropolitan Police. The more northerly building was actually the first building to be called New Scotland Yard in 1890.

Estate Investment

Palace of Westminster: Restoration and Renewal The Palace of Westminster Restoration and Renewal Programme has been established to tackle the significant work that needs to be done to protect and preserve the heritage of the Palace of Westminster and ensure it can continue to serve as home to the UK Parliament in the 21st century. Following the debates in both Houses in early 2018, Parliament agreed that the ‘best and most cost effective way’ to carry out the restoration and renewal of the Palace in one single phase is to temporarily move out of the building. The collective decision was taken by members of both Houses of Parliament to set up a shadow Olympic-style Delivery Authority and Sponsor Board, through legislation as statutory bodies, to manage the work. The Northern Estate Programme The Northern Estate Programme (NEP) is managing the refurbishment and redevelopment of a number of buildings on Parliament’s Northern Estate, aiming to deliver an estate with increased environmental performance, and improved security, safety and accessibility. Ahead of the restoration and renewal of the Palace of Westminster, NEP will develop additional space and facilities required for the House of Commons to temporarily move out of the Palace, including an operational chamber, committee rooms, and House support services.

In-house Services and Strategic Estates Function

The In-house Services and Strategic Estates team in Parliament takes great pride in looking after and improving the buildings of Parliament, as custodians of the Estate in a challenging environment where conservation and the need to innovate and build for the future coincide. The team has direct interface with the other departments supporting the functions of both Houses, i.e. Security; Digital; Safety; Catering; Service Delivery and Strategic Estates (who provide project management to multi million pound refurbishment and build projects). The department is made up of a dedicated multi-disciplinary team of estates professionals and consists of the following areas:

Property Planning and Design Provision of specialist estates functions working in conjunction with the Programme/ Project Delivery teams, including: corporate real estate advice, workspace design, building surveying, physical asset management, digital asset management, engineering, architecture and conservation, along with development of systems. Portfolio Management Office (PMO) Working across the portfolio of estates projects in both Houses to provide integrated scheduling, management of interdependencies, resource management, portfolio analysis and reporting, plus other controls and assurance to enable successful project delivery. This team works in close cooperation with the Enterprise Portfolio Management Office, and the Programme Management Offices across both the wider organisation and digital portfolio. Project Delivery Delivery of all construction projects whether or not commissioned by the strategic programmes or directly by other business areas to a common set of standards and processes. Management of suppliers that operate at project level. Northern Estate Programme (NEP) Programme management of the refurbishment and redevelopment of the Northern Estate buildings, including Richmond House. Overseeing the procurement of strategic supply contracts for the NEP and management of programme level contracts.

Restoration & Renewal (R&R) Programme Restoration & Renewal (R&R) Programme will undertake the refurbishment of the Palace of Westminster and the creation of a decant facility for the House of Lords. It will do this by creating a statutory Sponsor Body and the development of the Client Delivery Authority after which it will the transition away from Strategic Estates. It will be responsible for procurement of strategic supply contracts for R&R; management of programme level contracts; joint communications with related Provision of central business support functions and management of administrative resource embedded within the other teams. The Finance Partner provides the management of Strategic Estates’ finances, both capital and revenue. The Northern Estate Programme (NEP) is refurbishing the Northern Estate’s historic buildings and creating a temporary home for the House of Commons during the restoration and renewal of the Palace of Westminster. This follows the decision of both Houses of Parliament in 2018 to fully vacate the Palace of Westminster while essential work to restore and renew the building takes place, with the House of Commons to move to the Northern Estate. The Restoration & Renewal Programme (R&R) has been established to tackle the significant work that needs to be done to preserve the Palace of Westminster and ensure it can continue to serve as home for the UK Parliament in the 21st century. The Vision for the Palace of Westminster R&R Programme is to ‘transform the Houses of Parliament to be fit for the future as the working home for our Parliamentary democracy, welcoming to all and a celebration of our rich heritage. Work has begun to establish a two-tier governance model which has been proven to work well on major projects. The Sponsor Body (now in shadow form) and Delivery Authority, will be set up following the passage of legislation as a statutory body and company limited by guarantee respectively. The Sponsor Body will be a stand-alone organisation, overseeing the work of the Delivery Authority, acting as the single client accountable to Parliament. The Delivery Authority will be accountable for delivering the Sponsor Body’s requirements to budget and timescale and have the management capacity and expertise required for a programme of this scale and complexity. JOB PURPOSE The jobholder will be the key interface between PMST, the Sponsor Body, the Delivery Authority and Strategic Estates, ensuring full engagement with NEP and R&R is maintained throughout the design; development; construction; commissioning; handover; maintenance and operating phases. You will ensure PMST requirements are fully considered during the design stages of the various elements of the projects and the future strategic requirements of PMST are developed to ensure smooth transition from handover to operating and maintenance of buildings and assets. You will represent the PMST team at Board and Committee meetings when required.

Location This post will be located on the Parliamentary Estate, Westminster, London. Security Successful candidates will be required to complete pre-employment checks. This includes security vetting to Counter Terrorist Check (CTC) level unless otherwise specified. All successful candidates are required to pass these checks before an offer can be confirmed. The Role

KEY RESPONSIBILITIES • To represent PMST during all phases of the NEP and R&R programmes working collaboratively with the Sponsor Body, Strategic Estates and the Delivery Authority, providing technical input and ensuring maintenance requirements and accommodation needs are considered and met which ensure that assets and buildings are maintainable upon handover. • To provide technical advice and support to PMST services for assets and building systems as they are handed over for maintenance and operation. • To lead on the development and delivery of plans for maintaining of buildings and assets as they are commissioned and handed over from the NEP/R&R programmes by In House PMST staff and Sub Contracted services. • To analyse building and asset maintenance risks and put in place appropriate risk assessments and method statements as assets and buildings are commissioned and handed over from the NEP/R&R programmes. • To build and maintain relationships with all key stakeholders involved within the NEP/R&R programme and customers to ensure their requirements are considered and met where appropriate within the PMST service delivery. • To review and analyse engineering design proposals and make recommendations where appropriate. • To act as the PMST lead during commissioning and witnessing of assets and systems as they are completed as part of the NEP and R&R programmes. • To review asset databases for the NEP and R&R programmes and ensure appropriate planned and statutory maintenance regimes are in place at time of hand over. • To manage the review and improvement of Operation and Maintenance manuals as they are supplied as part of the NEP and R&R programmes. • To ensure that PMST Management and staff have the appropriate resources, knowledge and skills to maintain assets and systems as part of the NEP and R&R programmes as they are commissioned and handed over for operating and maintenance. • Manage benefits definition, realisation and assessment with regards to maintenance strategy. • To develop proposals for maintaining assets in a critical environment. • Liaising with other expert teams in Parliament, research future technology; industry trends; best practice and innovations that would benefit the organisation, consider options and make proposals about how these should be included in the design of any new or refurbished buildings.

• To manage, coach, support, motivate and develop team members to enable them to deliver to the best of their ability. • To ensure assets have the appropriate data to manage in the digital environment. • To attend PMST and I-HS management meetings to provide regular updates on the NEP and R&R programmes. • To carry out other reasonable duties as instructed by your line manager in line with the relevant pay band.
