Executive Summary

The University of Liverpool is seeking to appoint an industry-leading Sustainability professional to take up the key role of Head of Environmental Sustainability and Energy Services. The University of Liverpool has a diverse and complex property portfolio, incorporated within the main Liverpool City Centre Campus and associated satellite sites. Many of the buildings and assets within the portfolio are listed or are of historic importance so any construction, refurbishment or modernisation works must be carefully considered and delivered to an exemplar standard. Reporting to the Director of Estates Management, this highly proactive role will help shape strategy and policy, establish development plans, identify, and scope innovation opportunities and lead a programme of transformation to deliver environmental sustainability ambitions incorporating NET Zero Carbon by 2035, Biodiversity, Circular Economy and Responsible Consumption and Sustainable Travel and Transport and embedding this across the university. You will develop and deliver the environmental sustainability ambitions within the University Estate Strategy and Campus Development plans. This includes a leading role on programmes of change through Campus Optimisation and Reshaping/ Future Campus, formulating and embedding key principles, objectives and targets into campus operations and development activity. You will develop collaborative working relationships with university academics, advisory groups, external advisors, partners, and networks to lead a community of practice on environmental sustainability. This role offers a fantastic opportunity for a Sustainability professional to take up a leadership role across a diverse, complex, and large-scale estate portfolio in a vibrant city.

The Estate and Estate Masterplan Liverpool is consistently voted one of the friendliest cities in the UK. Our campus is located within the city centre and in the heart of the Knowledge Quarter, meaning the campus is well connected to the wider city network and is an integral part of the maritime city. Facilities, Residential and Commercial Services Facilities, Residential and Commercial Services (FRCS) contains 5 reporting areas, Business Development (including Ness Botanic Gardens), Capital Projects & Estates Strategy, Estates Management, Residential & Commercial Services and Sport. Overall FRCS employs over 15% of the University workforce, accounts for about 10% of the total turnover (excluding capital expenditure) and delivers a wide range of key support services. The role holder will be the University lead on environmental sustainability working in partnership across it’s community – students, staff, partners - and with local, regional and national organisations to establish the University of Liverpool as a leading global institution for excellence in environmental sustainability. The role holder will help shape strategy and policy, establish development plans, identity and scope innovation opportunities and lead a programme of transformation to deliver environmental sustainability ambitions incorporating Net Zero Carbon by 2035, Biodiversity, Circular Economy and Responsible Consumption and Sustainable Travel and Transport and embedding this across the University. The role holder will be responsible for the leadership and management of the environmental sustainability and Energy Services team, with specific responsibilities for energy and utilities; circular economy, responsible consumption and waste; sustainability programmes/projects including travel and transport and biodiversity. The role holder will develop collaborative working relationships with University academics, advisory groups, external advisors, partners and networks to lead a community of practice on environmental sustainability. This includes playing a lead role in shaping Environmental Sustainability ambitions across the wider place setting including Liverpool Knowledge Quarter, Liverpool City and The Liverpool City Region. The role holder will help shape, develop and deliver the environmental sustainability ambitions within the University Estate Strategy and Campus Development plans. This includes a leading role on programmes of change through Campus Optimisation and Reshaping/Future Campus through formulating and embedding key principles, objectives and targets into campus operations and development activity. The role holder will report directly to the Director of Estate Management (FRCS) but will also work closely with the Corporate Sustainability and Social Responsibility team. University Context: Facilities, Residential and Commercial Services has a key role to play in development of and operational servicing of the estate ranging from small alterations to major construction and refurbishment projects, maintenance and other estates and facilities management services to support the 54 academic departments, based in circa 300 buildings (approx 460,000 m2), across a 255 ha site, and satellite sites. The diverse Estate includes many listed buildings from the Georgian and Victorian periods as well as contemporary buildings and conservation areas coupled with the complex research laboratories this provides many challenges in the management of statutory obligations.

ROLE AND CORE ACCOUNTABILITIES Leadership and Management:

• Lead the development and implementation of the environmental sustainability strategy, development plans and delivery targets in support of the university sustainability policy and strategy. • Lead the development and embedding of environmental sustainability principles, objectives and targets into the planning, development and operation of the University estate and facilities. This includes providing environmental sustainability leadership on key programmes including Reshaping/Future Campus, Campus Optimisation, Smart Campus, Active Campus, Asset Data etc. • Lead the development, establishment and delivery of environmental sustainability aims, objectives, measures and targets under the university’s sustainability strategy including the establishment of a robust data driven evidence base to support decision making and performance management. • Lead the embedding of environmental sustainability within the university planning and performance framework including investment planning, business case management and benefits realisation. • Lead the establishment of a collaborative and partnership culture across the university community including working with subject matter experts, supply chains, place and industry partners, and civic leaders to effect ownership, accountability and transformative change on environmental sustainability. • Lead and manage the environmental sustainability and energy teams including responsibility for budgets (pay/non-pay/capital), human resources management and overall service planning and performance management. • Lead the development and delivery of programmes of change and transformation to achieve University wide performance improvements on environmental sustainability. Reporting and accountability: • Lead on the measurement and reporting on the University’s progress in environmental sustainability, including continuous improvement of environmental performance, maintenance and delivery of the sustainability action plan, and supporting the embedding of the UN SDG framework across the university. To include reporting to external agencies for benchmark and compliance purposes. • Ensure the successful maintenance and development of the ISO 14001 Environmental Management System to demonstrate and give assurance of continuous improvement. • Provide an annual report on environmental sustainability performance and plans, trends, benchmarks, funding, opportunities and risks. The report is to be presented to the Sustainability Board, Senior Leadership Team, University Council and other key stakeholder groups. • Work in collaboration with the university corporate sustainability and social responsibility teams including dotted line reporting to the senior lead for the area to ensure environmental sustainability is fully aligned with and supports the university sustainability strategy and UN SDG’s. • Ensure that appropriate governance and management of environmental sustainability is in place, including supporting the effectiveness of working groups, task and finish groups and project teams. • Lead the development and delivery of a programme of targeted environmental sustainability standards, accreditations and awards to raise the profile and reputation of the university as a leader in this field. To include THE Impact Awards, SDG Accord, People and Planet, EcoCampus etc.

Role Purpose and Respons • Establish a programme of funding to support investment plans and change programmes on environmental sustainability working closely with finance, development office and academic research teams to target opportunities for grants, donations and endowments, loans etc. Knowledge and specialisms: • Provide leadership and technical knowledge and skills across key areas of environmental sustainability including net zero carbon, circular economy, responsible consumption and waste, biodiversity, travel and transport etc. • Provide leadership and technical knowledge and skills to influence and effect behaviour change at all levels across the university community in the delivery of sustainability aims and objectives. • Be recognised for having specialist knowledge in areas of environmental sustainability relevant to the university strategy to support the build of a community of experts across the university and with external collaborators. Engagement: • Develop relationships with higher education institutions, professional bodies, government agencies and environmental sustainability networks to ensure that the university is engaged with and aligned to leading developments and trends, policy and legislative changes and innovations in environmental sustainability. • Represent the University as required on local, regional and national meetings, committees, working groups etc on environmental sustainability. • Engage effectively with all members of the university community to build understanding, ownership and accountability for the university’s environmental ambitions, aims, objectives and targets. • Engage effectively with local and regional place partners to build ambition, develop strategy, development plans and effect change to deliver environmental sustainability aims on a wider place setting. Directorate responsibilities: • Ensure environmental sustainability aims, objectives and targets are incorporated across all service area planning and performance management to ensure a culture of ‘responsibility of all’. This includes specific measures and targets for sport/active campus, commercial, asset, operations and business support. • Identify and scope any specific or general resources or training in support of developing and achieving environmental sustainability targets across the service. • Assist in the development of governance processes, policy, strategy, standards, compliance and reporting on performance. • Ensure that all activities are carried out in accordance with the requirements of the University Health & Safety policy statements, procedures and arrangements, and particularly the Health & Safety at Work Regulations and all subordinate legislation. • Participate in the department 'Out of Hours' Emergency Rota which will require the post holder to co-ordinate and manage emergency related incidents outside of normal working hours. • Lead the environmental sustainability team to manage and measure the continuous improvement of environmental performance and priorities.
