As we move out of the holidays and into January, we find ourselves renewed with the prospects of a new year. With the start of the new year, we are also starting

CC&Rs/BYLAWS – The Board continued its dialogue over the summer with legal counsel on the Restatement of the Associations CC&Rs and Bylaws. Proposed changes are now posted on our web site for owner review. Also a Town Hall Meeting will be held on January 17, at 1:00 pm at La Palma at which time our attorney will be present to review the documents and answer your questions. COMPLIANCE/15-YEAR RULE - A rule change has been posted that will eliminate the 15-year rule and stress the requirement that owners maintain their RVs in a first class, road -worthy and well-kept condition, regardless of age . (See A&A Committee report on page 8). To ensure RVs and lots are maintained to the five-star standards we expect, the Board has committed to a more stringent approach to compliance and enforcement. Owners can expect to see a new Compliance Officer on board soon after Security is a continuing problem. We have engaged an additional Security Officer for the graveyard shift. It is recognized that such an addition will not treat the larger need of surveillance which can only be achieved by employing technology. That technology comes at a significant cost. The GM is obtaining proposals to assist the Board in coming to a meaningful cost effective, long-term solution. LONG RANGE PLANNING - The Board has concluded that there needs to be a formalized Long Term Planning activity within ORPS. Given the frequency of change in Board members, it was decided that the GM would chair such a committee with members made up of three current Directors and three Owners at large. This activity will begin in the new year and anyone who has an interest in serving and has some background in Long Term Planning is invited to contact the GM. the New Year. SECURITY -

to renew our compliance efforts. We have not had a compliance officer for some time. The Board has expressed the possibility of bringing someone in to fulfill this role especially with the proposed move from the 15-year rule to more of an aesthetic review of RVs in the resort, as mentioned in their board article...In the interim, we have had volunteers from ORPS Committees to help identify lots that might be out of compliance. These lots are then reported to staff for verification and staff contacts the owners. From there the compliance follows our enforcement policy. To date, many contacted owners have brought their lots into compliance. Thanks to all for your cooperation in observing and complying with our lot maintenance policies. FINANCIAL REPORT – Our 2016/2017 Budget is on track as to actuals and projections for both revenues and expenses. Recently, the Board agreed to modify our Working Capital policy as we have for some years now acquired (by policy) more cash than is necessary to meet our cash flow obligations. It was also agreed that the excess funds would be earmarked for needed Security initiatives dealing mainly with remote monitoring systems to address some of our vulnerable perimeter locations. The Finance Committee will continue to assist management with evaluations of our Reserve designations and scheduled replacements. They are working on a Point of Sale system as well that would integrate into an umbrella accounting system. There is more to come as we get into the New Year.
