As we move out of the holidays and into January, we find ourselves renewed with the prospects of a new year. With the start of the new year, we are also starting

CC&Rs/BYLAWS – The Board continued its dialogue over the summer with legal counsel on the Restatement of the Associations CC&Rs and Bylaws. Proposed changes are now posted on our web site for owner review. Also a Town Hall Meeting will be held on January 17, at 1:00 pm at La Palma at which time our attorney will be present to review the documents and answer your questions. COMPLIANCE/15-YEAR RULE - A rule change has been posted that will eliminate the 15-year rule and stress the requirement that owners maintain their RVs in a first class, road -worthy and well-kept condition, regardless of age . (See A&A Committee report on page 8). To ensure RVs and lots are maintained to the five-star standards we expect, the Board has committed to a more stringent approach to compliance and enforcement. Owners can expect to see a new Compliance Officer on board soon after Security is a continuing problem. We have engaged an additional Security Officer for the graveyard shift. It is recognized that such an addition will not treat the larger need of surveillance which can only be achieved by employing technology. That technology comes at a significant cost. The GM is obtaining proposals to assist the Board in coming to a meaningful cost effective, long-term solution. LONG RANGE PLANNING - The Board has concluded that there needs to be a formalized Long Term Planning activity within ORPS. Given the frequency of change in Board members, it was decided that the GM would chair such a committee with members made up of three current Directors and three Owners at large. This activity will begin in the new year and anyone who has an interest in serving and has some background in Long Term Planning is invited to contact the GM. the New Year. SECURITY -

to renew our compliance efforts. We have not had a compliance officer for some time. The Board has expressed the possibility of bringing someone in to fulfill this role especially with the proposed move from the 15-year rule to more of an aesthetic review of RVs in the resort, as mentioned in their board article...In the interim, we have had volunteers from ORPS Committees to help identify lots that might be out of compliance. These lots are then reported to staff for verification and staff contacts the owners. From there the compliance follows our enforcement policy. To date, many contacted owners have brought their lots into compliance. Thanks to all for your cooperation in observing and complying with our lot maintenance policies. FINANCIAL REPORT – Our 2016/2017 Budget is on track as to actuals and projections for both revenues and expenses. Recently, the Board agreed to modify our Working Capital policy as we have for some years now acquired (by policy) more cash than is necessary to meet our cash flow obligations. It was also agreed that the excess funds would be earmarked for needed Security initiatives dealing mainly with remote monitoring systems to address some of our vulnerable perimeter locations. The Finance Committee will continue to assist management with evaluations of our Reserve designations and scheduled replacements. They are working on a Point of Sale system as well that would integrate into an umbrella accounting system. There is more to come as we get into the New Year.

ORPS EMERGENCY AMATEUR RADIO OPERATORS

RESIDENT EMERGENCY PREPAREDNESS RECOMMENDATIONS BACKGROUND The Coachella Valley is a relatively calm place as far as natural disasters go, since events such as hurricanes, tornadoes or serious flooding are absent or very rare. We are very susceptible to earthquakes, being near a number of large earthquake faults, and, problems that could be caused by a 50 year windstorm, heavy rainstorms, or an extended loss of electrical power are possible. ORPS Residents should be prepared for one of these events, with the objective being self sufficiency for a time period of several days to one week. ORPS Residents should:  Fill and maintain full water tanks on their RV. This is a benefit that one does not have in a stick built home.  Residents with motorhomes should arrive with sufficient fuel in their tanks to run the RV generator for an extended time period.  Maintain your propane tanks with adequate supplies to allow cooking or heating water for a time period, don’t wait until tanks are exhausted to refill.  Keep enough fuel in your passenger vehicle to drive about 100 miles or more.  Maintain adequate supplies of any necessary medications.  Keep a few days supply of food on hand for both you and your pets, being mindful that your propane stove and water are all that may be available to heat/cook items.  Ensure that you have at least one good flashlight with extra batteries.

The ORPS Emergency Preparedness Committee is operating an amateur radio system to communicate with the Cathedral City Fire Department and the Riverside County Emergency Operation Center through the local Radio Amateur Civil Emergency Services (RACES) during a major disaster. RACES is the volunteer amateur radio operator organization activated by Riverside County to provide communications between county, municipal, gated communities and other Command Centers during a major incident when telephone services are not available. The ORPS RACES Communication Center’s function is to relay information, status and requests for aid to the Cathedral City and the Riverside County Emergency Operations Centers. This will most likely be the primary communications means for ORPS if a severe earthquake occurs and the telephone system is either out of service or saturated with non-essential traffic. If you are a licensed ham radio operator, join our group and learn about the many local ham activities. If you would like information on how to get a license, we can help. Safety and Security: The committee has currently not had a quorum for their first two meetings, with the chair person resigning at the end of the first meeting. Our General Manager, Clint, has an appointment with a Security Analyses person who hopefully will suggest alternatives to what we are currently doing. Also, B RIAN C ANFIELD , President of the Board, has authorized Clint to hire an additional guard for the graveyard shift. Additionally, Clint will be contacting the Cathedral City Mayor to have an audience with him and the Police Chief, and ask that they visit ORPS to discuss our concerns about Owner and Phase Representative,T ERRI N OLAN , is heading up the Ambassador Program. The program will include a 30 minute tour, not scripted. Guests will be asked to fill out a card which can then be referred to the sales or rental offices and kept on file for future reference. If any owner is interested, please contact Terri at catalogqueenterri@msn.com or 951-206-5752. SECURITY ISSUES: We are all aware that ORPS is experiencing a rise in break-ins and thefts. The Board is working on solutions, most of which will involve a significant capital cost. As owners, it is our responsibility to ensure our lots are lighted . Make sure motion sector lights are installed at the back of rigs and coaches as well as keeping your front trees wrapped with lights. Or ensure lights are installed so the fronts of our l ots are well lit. Don’t give thieves dark places to hide. Also look at ways to lock your valuables up. Ensure cars and bikes are secured. COMMUNICATIONS MMI The Communications Committee is an enthusiastic, involved group who meet the first Monday of each month from November through April at 11:30 AM except January which will be the second Monday. If you live in phase 1, 2, 4, or 5 please consider joining us. You will learn lots about what is happening in ORPS. Members can be as involved as they wish. At the last meeting we discussed several relevant issues within our community. Our Board representative M ARYELLEN M UIR shared the following: Extension of Dog Relief at front of property approved for additional 90 days to February 15. The Landscaping Committee is looking for new members. The Marketing Committee is now an official committee (formerly an ad hoc Committee). The Ambassador Program is now under them. Provided clarification on how correspondence sent to the board is handled: Correspondence marked as CONFIDENTIAL will be assessed by a board member and must fit the criteria of personal information, legal or contractual. If it does not meet that criteria then it is sent back to the owner to either be withdrawn or published as non-confidential. All correspondence received is sent to the appropriate department or board member for action or response. Any owner can ask Secretary to the Board, S USAN M ATTHEW to see correspondence as she keeps records of it all. COMMITTEE LIASON REPORTS: We try to have one Communications Committee member visit each of the other monthly committee meetings so we have an understanding of what is happening throughout our resort and share pertinent information with you. The reports for last month are as follows: A&A (Architectural and Aesthetics): The first issue that comes up is the application for a permit through S ANDRA Y ESCAS in the main office. It is just the application, not the permit itself. Each lot has a plot plan which relates to square footage and setbacks. The application should reflect the dimensions in square footage of the project in relationship to the plot plan of the lot and diagram. Any electrical work requires a qualified electrician and a permit through Cathedral City, who inspect the electrical work. Pickleball: The Grand Opening for the new courts is set for January 14. There will be hot dogs and a ribbon cutting ceremony. They are expecting up to 700 people to attend. The Farewell Dance will be in late February instead of March to ensure more people are on site.

FACILITIES PLANNING The Facilities Planning Committee added M ICHELLE M OORE as its new FPC secretary. Michelle will be a great asset to our committee in the upcoming years. Welcome Michelle! The Facilities Planning Committee is in the process of reviewing items and/or projects that must be funded through the association CAPITAL FUND. These are items or projects that are new to the resort (versus scheduled replacement under the RESERVE FUND) and can be improvements to our buildings, recreational facilities, equipment, and infrastructure. These items/projects will require a request for funds be approved by the board of directors. We invite the Chairs of the A&A, Activities, Communications, Golf, Health & Fitness, Landscape, Marketing, Pickleball, Safety & Security, and Tennis committees, as well as individual owners, to submit their ideas for improvements to be considered for funding. The SOONER THE BETTER - as these requests will be submitted to the board at the end of January 2017 . If funding is approved, these items will be included in the budget for 2017/2018. Now that we have clear title to the 35’ strip of easement land, the FPC will begin considering some of the highest and best uses for this land. The committee welcomes any and all ideas on how to best utilize this area. We want to take our time and put in place a well thought out plan for this space. The FPC continues to work on the El Saguaro kitchen updating and the next phase will address replacing the countertops and serving counter, and converting the prep islands to accommodate storage racks underneath. The same footprint of the islands will be preserved as recommended by the Kitchen Focus Group. Updates will take place as reserve funds are available. I would like to thank our Kitchen Volunteer team - G INI M OORE , B ARB W IRCH , L ORRAINE W IEBE , and K IMBERLY R OGERS for undertaking the KITCHEN CLEANUP PROJECT. They have given over 40 hours of their time sorting and taking inventory of our serving bowls, baskets and utensils plus reorganizing and ensuring kitchen equipment items have been properly cleaned. This will certainly make it easier for the many weekly events that take place in this high use kitchen and the best organized kitchen ever!

HEALTH & FITNESS COMMITTEE January 2017 We encourage you to come listen to D R . J OSEPH E. S CHERGER on Tuesday, January 17, from 4 PM to 5:30 PM in the La Palma Clubhouse. Dr Scherger is Vice President for Primary Care and Academic Affairs at Eisenhower Medical Center in Rancho Mirage. We have invited him to share how he has expanded his education from a focus on medicine to include one of health and wellness. He will be discussing his new found knowledge summarized in a 97-page book he wrote called “Lean and Fit: A Doctor’s Journey to Healthy Nutrition and Greater Wellness”. Much of his book discusses the benefits of a low carbohydrate diet. We are also co-sponsoring a Health & Wellness Fair with Desert Health to be held on Saturday, February 11 from 9 AM to 12 PM in the La Palma Clubhouse. Invitations have been mailed out to the approximately 47 vendors covering a multiple of subjects: beauty, financial health, fitness, fresh cuisine, integrative health, medical, natural health, nonprofit groups, and, of course, the blood bank. Due to space constraints we will be reducing this list to approximately 30. Look for more information as we get closer to this event. Please consider joining our committee to provide advice and oversight to the ORPS Board of Directors on the operation, maintenance, and management of the Fitness Center and other health & wellness activities. A&A MMI The A&A Committee has put forth amendments to the Association’s A&A Rules on the following topics to address areas of concern that owners have expressed over the past several years. RV COVERS: One rule change deals with the length of time that full

The goal of the committee is to integrate these fresh marketing programs so collectively they work together to “get the message out”; ORPS is the best value, warm weather,

RV covers may be in place on a rig. The use of full RV covers is highly desirable to protect finishes from the harsh summer sun. The rules currently allow RV covers from May through October. Extending the time to from March 15 through November 15 will provide more flexibility in arranging for the installation and/or removal of the covers for many of our owners who are restricted as to the length of time they can stay in the United States. HARDSCAPE 85/15: Another rule change will increase the allowed hardscape on a lot to 85% from 75%. This will give owners the most flexibility in the use of their lots while ensuring each lot has sufficient softscape to allow access to utility infrastructure. 15 YEAR RULE : A rule change initiated by the Board of Directors, deals with the controversial rule on Age, commonly known as the “15-year rule” and the requirement added in 2015 to disallow the sale of an RV over 15 years old in the resort. Legal counsel review raised questions on the rule’s enforceability and it was concluded that the rule, though well intended, was arbitrary. Accordingly, the rule change eliminates the 15 year rule and adds language that will ensure the Resort is maintained at a high aesthetic quality, regardless of age. Additionally, an inspection will be required of any RV at the time of its sale within the Resort using established inspection criteria. If an RV fails inspection, Owners will be required to make necessary repairs, or the RV may not be sold within the Resort and may be subject to removal. The full text of these rules changes can be found on the Association’s web site under tab Resources, Owners Library, Proposed Rule Changes. Owner comment is encouraged and should be submitted to the Board before their January 16, 2017 meeting when these rules will be considered for adoption. The Committee will be considering future amendments that will allow free-standing shade structures within the resort. Ambassador Program The committee recognized the Ambassador Program as one of the most important marketing programs of the resort. Our Ambassadors are very often our guest’s first and most important impression of the resort. Socrates said that the unexamined life is not worth living. A terrific practice is to look back over the past year and ask: What gifts and joys are worthy of my gratitude from that year? What careless words or actions might require confession and repentance to someone? Reflect on God moments realized over the past year and thank Him for His goodness, we so often forget or neglect all He does for us. Try and see where He was in each month of the year. What signs of Gods presence did we miss over the year? He was in every moment and all circumstances, but what was He doing in or through us? What things did He do in our lives that we took for granted or maybe missed? What does His plan for our lives seemingly seem to be pointing to for this new year ahead? Looking back can be one of the best ways of looking forward. Look back even over the past few days. What did He do in our lives in time with family and friends? He was there in the times of disappointment and joy that we experienced. As we anticipate the New Year and pray for the best in each of our lives as we seek, or follow the Lord to know and do His will. How wonderful to be given a clean slate of 12 months to be blessed and be a blessing. Serving as Chaplain at ORPS is a GREAT blessing for Karen and me. LADDERS PLAY In January, LADDERS PLAY will be introduced to our club. This is an opportunity to rate your playing ability by playing games against other players at your self- rated ability level, and then moving up and down the ladder based on your game scores. This will provide the opportunity for pickleballers to play with and against players at their ability level. Ladders will be scheduled on three afternoons a month—ladies’, men’s and mixed. Check our website for information in early Jan- uary. Ladders’ play is completely voluntary and recom- mended for players looking for competition at their own ability level.

BEGINNER LESSONS We continue to provide beginner lessons three times a week- MONDAY, WEDNESDAY AND THURSDAY at 3PM. Bring your runners or court shoes and we provide paddles, balls and instruction. Suddenly a new year is here! It’s hard to believe that 2016 has come and gone. I hope you had a happy and healthy year that carries on throughout 2017. We ended the year with a bang with two New Year’s Eve parties. ES was hosted by M ARCIA N ELSON & A LICE H EUPLE . LP was hosted by H ERB and M ELITA S TRANDBERG . Both were well done and everyone had a great time. January looks like it will be keeping you busy with a variety of special events such as the Ladies’ Luncheon, a Jazz Jam concert with talented singers and band, Five Guys Ribs by Dan Rib Dinner, the Rock Around the Clock Dinner Dance and a Chinese New Year Dinner and Dance. We will offer some new and, we hope, enjoyable events this season. Along with our usual Saturday night events, we will be offering more concerts. We are really excited to get going. Be sure to look for our emails, flyers, channel 98, our calendar, website and, of course, the ORACLE for information on upcoming events. I hope you will enjoy the rest of the season. The Activities department is currently (if not always) looking for volunteers to get involved with our committee and or get involved with our events. Our activities are as successful as our residents make them. There is always room for you to help with simple tasks like folding napkins and setting tables to actually hosting an event. Visit the New

Rancho Mirage

The $1.7 million, 4.5 acre dog park is located on Key Largo just one block West from Diana Shore. Key Largo is one block after Bob Hope heading towards Costco. Small and large dogs have their own parks, each surrounded by decorative wrought-iron fences with double-locking gates. Inside are water fountains for dogs and humans, shaded seating areas with benches and 24 lighted parking spaces. A lighted walking trail surrounds the park with its wide open view of the mountains.

PET FACILITIES AT ORPS The Board of Directors is fully aware of the desire of pet owners to have better pet relief areas than existed when the Resort was developed and that were in place when they purchased their property. Our options are limited. A proposed development to our northwest that would have provided new pet facilities is now off the table. A rearrangement of our trash facility to allow an expansion of our existing pet relief area is also off the table due to complexities and frequencies of trash and recyclable pick-up. However, new opportunities have arisen: The GM is in active discussions with the new developers of property along our west wall which could give ORPS access to land for pet usage. The other is the possible development of a newly acquired strip of land on our Southwest property line for pet facilities and the Facilities Planning Committee will address this concept. Neither of these options will be realized for at least a few years. In the meantime, and to provide some immediate improvement to the current situation, the Board has agreed to proceed with a recommendation of the Facilities Planning Committee to designate the common area just outside the pedestrian gate as a pet relief site. The area will be enclosed with hedges and will be available to owners and their pets from 7:00 am to 9:00 pm daily. The trial period to allow pets in the common area that runs from the guard shack to Ramon Road (on the east side of the entrance road) will be discontinued effective February 15. Pets will no longer be allowed in this area.
