PPC Awards Best Packaging Designs At 2023 Fall Meeting BY SUSAN RILEY Each year at the Paperboard Packaging Council’s Fall Meeting, attend- ees are blown away by the ingenuity of the entries in the North Amer- ican Paperboard Packaging Competition and Student Design Chal- lenge Awards. The announcement of the winners during the awards ceremony and dinner is a big highlight of the three-day event. Now in its 80th year, the PPC finds it fitting to point out how far the packaging industry has evolved with today’s advances in technology, new structural possibilities, and design capacities.

NAM: AI Regs Need Input From Manufacturing Industry Last week, President Joe Biden signed a com- prehensive Executive Order designed to help manage the safety and privacy risks posed by artificial intelligence (AI) and promote a strate- gy for responsible innovation. Biden said that AI is developing at “warp speed” and carries tremendous potential as well as perils, news reports said. Among the many sweeping changes, the order requires “the most powerful” AI sys- tems to share safety test results with the gov- ernment, protection against the the use of AI to engineer dangerous biological materials, and the development of robust standards and testing to help ensure that AI systems are safe, secure, and trustworthy. The National Association of Manufacturer’s (NAM) was quick to respond to the announce- ment urging strong industry participation with any AI standards that will be adopted. “Artificial intelligence represents a tremen- dous opportunity for modern manufacturing. AI is already helping manufacturers improve safety and training and empower workers to be even more innovative,” NAM Managing Vice President of Policy Chris Netram said in

What is required to design a package that is truly spectacular is no short order. It not only must protect the products inside, but it must be functional, sustainable, stand out on retail shelves not to mention pro- voke a nice unboxing experience. Packaging competitors seized the opportunity to shine in the indus- tries they serve from food and beverage packaging to health and beau- ty products and more. One of the judges, John Lyons, III, Former Associate Publisher of Package Design Magazine , said that he looks for the total impact and how well packaging sells the product. “When you combine all these elements together, and you kind of look for traits and that’s what kind of pushes me towards what I think is the best package,” Lyons said. Others have positioned that government oversight of AI is appropriate for scienfic research and homeland se- curity, but warned against micromanaging all facets of the issue. They favor private oversight where AI companies would be held liable for any harm to citizens which would lead to self-regulation in the marketplace.

Understanding Stormwater Management Regulations BY CHASE KAMMERER

trial activity, including the Corrugated Box industry, must obtain NPDES permits for their stormwater discharges un- less explicitly excluded. These permits outline discharge limits, monitoring requirements, and other conditions to ensure that stormwater discharges do not harm the en- vironment. To better understand how these regulations apply to your plant, refer to the proper sections within the Code of Federal Regulations (40 CFR). You can work with an environmental consultant or regulatory agency to navi- gate the permitting process effectively. Stormwater Pollution Prevention Plans (SWPPP) are a cornerstone of effective stormwater management. Indus- trial plants are often required to develop and implement a SWPPP, a comprehensive document outlining procedures and Best Management Practices (BMPs) for controlling stormwater runoff and minimizing pollution. A well-craft- ed SWPPP should include practices such as site drainage design to direct stormwater away from potential sources of contamination; containment measures for chemicals and wastes to prevent spills from entering stormwater systems; spill prevention measures to address potential hazards; completing regular inspections and maintenance activities to ensurebthe effectiveness of BMPs; and good housekeeping, not storing outside near stormwater drains. The SWPPP is not just a static document; it requires regular updates to reflect operations and regulatory re- quirements changes. It serves as a roadmap for preventing CONTINUED ON PAGE 16

A Stormwater runoff is commonly transported through municipal drains and often discharged, untreated, into lo-

cal water bodies, compromising the quality of water sources if polluted. This industry (and others like it) faces the challenge of managing stormwa- ter discharge to protect the environ- ment and comply with regulatory re- quirements. One of the fundamental regulato-

ry tools for managing stormwater discharge is the National Pollutant Discharge Elimination System (NPDES) permit. Industrial facilities, including box plants, may require an NPDES permit. The Clean Water Act mandates this permit, which regulates the industrial discharge of pollutants into navigable waters. The permit typically includes specific requirements for stormwater management and pollution prevention measures. Industrial facilities with their materi- als and activities protected by a storm-resistant shelter to prevent precipitation exposure and runoff are eligible for an Exemption Certificate from NPDES industrial stormwa- ter permit requirements. pollution and managing stormwater discharge effectively. Box plants may be subject to regular inspections by regulatory agencies to ensure compliance with stormwa- ter requirements. These inspections focus on the effec- tiveness of stormwater management systems, the proper implementation of BMPs, and overall pollution prevention. Facilities must maintain thorough records of stormwa- ter monitoring, inspections, and other relevant data. Reg- ular reporting to regulatory agencies is often required to demonstrate compliance with NPDES permit conditions. Plants should consult with local regulatory agencies or environmental consultants to understand and comply with specific stormwater requirements in their area. Effective stormwater discharge management is essen- tial to protect the environment and comply with regulatory requirements. Box plants can minimize their environmen- tal impact and ensure compliance with stormwater regu- lations by obtaining NPDES permits, developing SWPPPs, and maintaining proper inspection and reporting proce- dures. These efforts are essential for regulatory compli- ance, sustainability, and environmental responsibility in the industry. Metsä Board Designs New Lightweight Gift Package

remodeling a box that was strong and rigid but lighter and with a smaller environmental impact,” said Ilkka Harju, Metsä Board’s Packaging Services Director. The best solution turned out to be micro-flute, which has a significantly smaller and lower flute size than tra- ditional corrugated boards. The packaging consists of a separate base and lid made of micro-flute. Its surface liner can be uncoated white kraftliner or coated white kraftlin- er. Of these, the latter gives the package the best printing properties. The packaging solution is designed to be produc- tion-efficient from start to finish and suitable for mass pro- duction on current production lines — with no major retool- ing required. According to Harju, “The new gift packaging solution is an ideal fit, especially for cosmetics, chocolate, beverages and other premium products.” Metsä Board’s Sustainability Services team compared the new micro-flute solution to recycled fiber-based rigid box solutions and found the micro-fluted concept to be up to 50 percent lighter. The cradle-to-gate carbon footprint of the new solution — which considers value chain stages from raw materials extraction until the paperboard product leaves the mill — was also calculated and found to be 59 percent lower than that of traditional solutions. “Since no harmful adhesives or other plastic laminates are used in the packaging solution, the recycling becomes much more efficient,” adds Harju.

Espoo, Finland based Metsä Board announced the design of a lighter gift package with strength features close to those of the rigid box solutions currently used for premium products such as cosmetics. With the new design, made from micro-fluted corrugated board, the company wanted

to offer a new gift box solution that uses less material and has a lower carbon footprint than traditional rigid boxes. The gift box was designed by the team at Metsä Board’s Excellence Centre in Äänekoski, Finland. “We were looking to provide the same experience by

PMMI, Garvey Corporation Award Scholarship To Rutgers University The PMMI Foundation, in collaboration with the Garvey Corporation, announced the selection of Rutgers Univer- sity as the recipient of this year’s $5,000 Mark C. Garvey Scholarship. PMMI, The Association for Packaging and Processing Technologies, demonstrates its commitment to supporting packaging education at U.S. colleges, universi- ties, and technical schools through the PMMI Foundation. “The Garvey family is pleased to award the 2023 Mark C. Garvey Scholarship. I had the privilege to meet with the Rutgers University Packaging Engineering faculty, tour their facility, and meet some of the students. We would like to congratulate Rutgers for being selected as the re- cipient,” says Jake Garvey, director of OEM sales, Garvey

Corporation. The Mark C. Garvey scholarship was established by PMMI in memory of Mark Garvey, former president and CEO of the Garvey Corporation, past chairman of PMMI, and a long-standing advocate of packaging education. Each fall, the Garvey family selects one PMMI Education Partner to receive this scholarship, based on its commit- ment to excellence in the packaging industry. The chosen school then identifies a student for the award, considering factors such as GPA, major, dedication to the packaging industry, extracurricular involvement, and financial need. “Sponsors like Garvey Corporation and PMMI play a pivotal role in enabling the Rutgers Packaging Engineer- ing Program to provide high-quality education and op- portunities for aspiring packaging engineers,” says Magy Gergus, Senior Program Coordinator, Packaging Engineer- ing Program, Rutgers University. “This scholarship will em-

power a talented and motivated student to pursue their academic and professional aspirations with reduced burden of finan- cial stress. We will be working to identify a deserving student who fulfills the criteria set forth for this scholarship.” AF&PA Release Quarterly Containerboard Report The American Forest & Paper Association (AF&PA) released its Q3 2023 Container- board Quarterly report. According to the report, total Contain- erboard production in the third quarter of 2023 decreased 1 percent when com- pared to Q3 2022 and was down 8 per- cent compared to the same 9 months last year. Colbert Packaging Awarded For Environmental Innovation

Kenosha, Wisconsin based Colbert Packaging was pre- sented the Wisconsin Business Friend of the Environment award for Environmental Innovation from Wisconsin Man- ufacturers & Commerce (WMC). The award recognizes businesses for programs that demonstrate an innovative approach to environmental protection. “As a converter of paperboard packaging solutions, we are committed to developing new and better ways to uti- lize fiber-based packaging as an alternative to plastics,” said Colbert President and COO, John Lackner. “Our com- mitment to the environment extends beyond our products, through our business practices and in the community.” Craig Summerfield, Director of Environmental and Ener- gy Policy for WMC added, “Congratulations to our friends at Colbert Packaging for demonstrating their commitment to environmental protection, not because of some burden- some regulation, but because it’s good for the future.” Colbert Packaging has invested in green energy re- newable energy certificates (RECs) since 2019. The year prior, employees began an annual outreach program to lo- cal schools, teaching about the lifecycle of trees. In 2023, Colbert became a registered member of EcoVadis, a glob- al business sustainability rating network. For more information, visit colbertpkg.com .

Once recycled, corrugated box fibers are used 7-10 times to make new boxes and other paper products. And, more corrugated packaging is recovered for recycling than any other packaging material. Corrugated attracts eco-conscious customers who prefer to choose sustainably packaged products. Environmentally Responsible. Recyclable. Compostable. Extraordinary.

Do you need printed sheets? We have your answer.. Introducing Heartland’s ColorCorr. This is “flexo-printing in the round”. On our corrugator we can print up to 109” wide. The advantage is that we can print the equivalent of ½ roll at a time and not be required to keep several rolls of very expensive preprinted paper on the floor. Much less waste and risk. In continual print mode, we use either laser-engraved rubber rolls or solid rubber rolls to print a “flood coat” or a repeating pattern. If we are printing a repeating pattern, we can run a two-color design on the paper. Customers have found that running sheets we print can allow them to run a lighter-grade due to reduced caliper loss, and in some cases eliminate one or more machine passes.

Some packaging entries bring something new that hasn’t been seen before, which is always a nice thing to be able to say, said Bill Wynkoop, Adjunct Professor, Roch- ester Institute of Technology.

The WhistlePig Piggybank by WestRock.

“There have been ones that come up every once in a while, and you’re like ‘Oh my God, this is gorgeous’ or ‘How did they figure out how to do this?’” said Nona Wool- bright, Professor of Graphic Communications, Clemson University. Robin Matusik, Senior Packaging Engineer, Hasbro, Inc., said she looks at “what makes a product fun, what makes it pop, what’s the trend. What’s something makes it come off the shelf and really catch the eye of the consumer.” It was a fierce year for the competition which drew many outstanding entries, so without further ado, here are the winners. (Look for the student winners on pages 14-16.) Paperboard Package of the Year: Westrock. We all have fond childhood memories of saving up change to spend on candy at the corner store. With the WhistlePig Piggybank folding carton, WestRock has taken this nostal- gic trope and instead put the treat inside of the package – and this time, it’s something for the adults. The bespoke packaging, comprised of a removable lid and secure base, holds the unique pig-shaped glass bot- tle while a sleek black sleeve with precisely cut windows accentuates the bottle's graphic design. Foil stamping adds a touch of luxury to make the car- ton stand out even more on the shelf. Ecological Fibers, Inc‘s Rainbow Eggshell Antique paperboard for the lid and base, along with Neenah Classic Crest Epic Black Smooth Cover for the sleeve, were chosen for their tactile quality and premium finish. WestRock’s commitment to detail and structural inno- vation is apparent immediately, making the WhistlePig Piggybank carton a prime example of premium packaging that ensures a memorable unboxing experience. Folding Carton of the Year: Mill Rock Packaging. By nature, folding cartons bring strength and product protec- tion through six sides that meet at the edges — yet some- how, the Wander & Ivy Single Varietal Sets from Mill Rock Packaging manage to defy the laws of physics with huge cutouts to showcase the product while still maintaining ri- gidity and holding the weight of four bottles of wine. The attractive, modern package, composed of .024 SBS paperboard from Clearwater, is designed to secure- ly hold four glass bottles while presenting a premium im- age. Rigid Box of the Year: TPC Printing & Packaging. TPC was tasked with finding a sustainable and economical re- placement for the prior Hardins Creek tin tube packaging. TPC Packaging's Hardins Creek Clermont Tube offers a sustainable, cost-effective, and visually striking solution. Their proprietary tube rolling process eliminates the need for other materials beyond the lid, aligning perfectly with the customer's goals. To replicate the look of metal, the rigid tube was printed on 20pt MPE metalized poly board, achieving an eye-catching appearance. Innovation of the Year: WestRock. WestRock's inno- vative EnduraGrip, a fiber-based plastic replacement, not only prioritizes sustainability and strength but also pres- ents a breakthrough solution for packaging. Costco sought an eco-friendly alternative to plastic clips and shrink film for their Kirkland products, and We- stRock delivered a product that will have a broad effect on packaging for years to come. EnduraGrip is designed to replace plastics used on multi-packs and fit various bottle shapes and sizes while maintaining product integrity. Engineered to provide both strength and handling comfort, EnduraGrip is also fully printable to enable brand customization and enhance the consumer experience. Crafted from WestRock's CustomKote paperboard, En- duraGrip is constructed using renewable material and is recyclable, depending on product dimensions and sub- strates. It is pre-glued with standard cold glue for easy ap-

ty. It assembles easily and includes top layers for added branding and messaging. Importantly, the carton’s corner windows allow the wine to be visible from any angle on the shelf. Choosing a flat- packed alternative over a setup box resulted in space sav- ings during shipping and storage.
