Regional leaders recognized at warden’s banquet L’ORIGNAL | Two regional leaders within the United Counties of Prescott and Rus- sell received honours at the Warden’s An- nual Banquet. The Nov. 16 event saw Marc Leboutillier, chief executive officer at Hawkesbury Gen- eral Hospital, and Jean St-Pierre, informa- tion technology manager for the counties, each recognized for their years of service and achievements in the region. Counting more than 20 years’ experience in the healthcare field, LeBoutillier has been at the helm of the Hawkesbury General Hospital since March 2007, forging partner- ships of all kinds in order to provide the re- gion with a more modern hospital. “Over these past few years, Mr. LeBoutil- lier has worked countless hours in spear- heading the largest redevelopment proj- ect seen throughout the United Counties to date,” stated Warden René Berthiaume. “Level-headed, intelligent and talented, this regional leader demonstrates his com- petence through few words but rather through his exemplary work ethic, rigour and determination.” Anetworking and technological visionary, St-Pierre began his career with the counties in 2003. A Microsoft-certified systems engi- neer, he was promoted to the counties of- fice’s information technology manager that same year and has kept at the forefront of various IT solutions necessary for counties operations. “With the help of his most competent team, Mr. St-Pierre completed in 2013 the IT-system migration of the Town of Hawkesbury, the Township of Russell, Hydro Hawkesbury and the Township of Alfred and Plantagenet, totaling in excess of 570 users,” stated Stéphane Parisien, counties chief administrative officer. “A manager in every sense of the word, this man has be- come the cornerstone of our IT core. The foundation of our entire IT family rests part- ly on his shoulders.” This year’s warden’s banquet included an announcement of the recipients of the proceeds from this year’s annual warden’s charity golf tournament. The Chenail Cul- tural Centre, the Hawkesbury Food Bank, the Centre d’accueil Roger Séguin, and the Prescott-Residence Residence Foundation will all receive their shares of the tourna- ment funds at the end of December. Counterfeit currency warning Merchants and customers may need to be cautious about some of the money they receive. The OPP has issued a warning about some counterfeit $20 and $100 bills passed in some Eastern Ontario communities. The fakes were detected because of the new anti-counterfeiting features now em- bedded into the current print run of Cana- dian currency. Many stores and banks now have scanners that can detect whether or not these features are present. The talented young violinists of Arc-en-Son enchanted the audience in the Salle de spectacle Optimiste Performance Hall dur- ing the opening performance last Friday evening of the annual Evening of Sharing fundraiser for local food banks. The Nov. 22 event saw close to $1000 collected at the door and more than 400 food items donated by patrons for later division between the Rockland and Bourget food banks.

THE PROJECT The Ontario Ministry of Transportation (MTO) retained Dillon Consulting Limited to complete the design and Class Environmental Assessment (EA) for the rehabilitation of the Limoges Road (County Road 5) Underpass on Highway 417. The underpass is on the border of the Municipality of the Nation and the Township of Russell, County of Prescott and Russell (G.W.P. 313-01-01). The rehabilitation strategy includes maintaining one lane of traffic on Limoges Road (County Road 5) throughout construction, with traffic signals used to maintain two directions of travel. It is anticipated construction will be completed over two years. THE PROCESS
The study is being carried out in accordance with the requirements of MTO’s Class Environmental Assessment for Provincial Transportation Facilities (2000) for a Group ‘B’ project. The purpose of the study is to identify the most appropriate rehabilitation strategy for the underpass and assess impacts and mitigation measures. PUBLIC INFORMATION CENTRE A Public Information Centre (PIC) will be held on Tuesday, December 10, 2013 to obtain public and agency input on the rehabilitation strategy. Members of the Project Team will be available to explain the displays, answer questions and record comments.
