Counties council may be looking at a fast track plan to make sure the pro- posed new Prescott-Russell Residence long-term care facility is built and ready to open for tenants within five years. “This new Residence has to be opera- tional by 2023,” said Stéphane Parisian, Chief Administrator for the United Counties of Prescott-Russell (UCPR), during the June 13 committee of the whole session of coun- ties council. Parisian presented a verbal proposal for hiring an interim project manager to help keep planning work on the project moving this year, during the “lame duck” period for counties council. This is the period during a municipal election year when local councils are unable to vote on any major financial or planning issues which would then become the responsibility of the new councils after the civic elections. “I think we need an interim project man- ager to keep this proposal moving,” he said, “and we cannot do this internally.” An interim project manager would be able to deal with any planning needs and deci- sions for the Residence project during the next few months until after the fall municipal election takes place. Both the interim project manager and UCPR administration would report to council and keep it up to date and able to comment on any planning questions. After the new counties council is installed later this year, it could then decide whether or not to continue with the interim project manager in charge or follow the standard policy of issuing a Request for Proposals call for applicants for the post. Administration has a list of consultants that could serve as an interim project man- ager. It will present council with a more detailed report, with recommendations and possible consulting fees.
