We have recently initiated a large-scale business change programme that will comprehensively transform the processes and technology we deploy to engage with students – from the first point of contact through to graduation and their continued journey as alumni of the University. Ranked among the top universities in the world, we are proud of our 19th century origins, and excited by our future as a modern, metropolitan institution, engaged with the challenges of the 21st century. In the last ten years we have transformed our estate through a major capital investment programme, and will continue to invest to ensure that our facilities, buildings and public spaces meet the aspirations of our students, teachers and researchers. Our ambitious plans will change the shape of our University and our city. The next phase of our estates programme sees a further £400m+ committed to our campus, including exciting plans for the Manchester Poetry Library in 2019 and the International Screen School Manchester in 2021. Every day the work that takes place across the University advances knowledge and transforms lives. Take, for example, our new Manchester Fuel Cell Innovation Centre, which is helping to power everything from our homes to the cars we drive via hydrogen fuel cells that create green and emission- free energy. Meanwhile, we are also a world leader in the potentially ground-breaking area of graphene electrochemistry, working extensively in both its manufacture and applications to further knowledge in critical areas such as energy storage. The Poet Laureate Carol Ann Duffy is Director of the Manchester Writing School, one of the largest centres for education and training in creative writing in the country. With research applications nationally and internationally, our discoveries and innovations will shape business and enterprise for the 21st century. Our interdisciplinary approach generates unexpected, innovative and impactful outcomes. Researchers from the School of Architecture are working alongside engineers and computer scientists to enable the Greater Manchester city region to make ‘smart’ improvements to its services for residents, using technology such as sensors and data analysis. Meanwhile, the CityVerve Project uses the Internet of Things to revolutionise transport systems, energy efficiency and community engagement. Research

We cultivate multiple relationships. Developed in partnership, our academic offer creates opportunities for our students, drives business productivity and innovation, and promotes research and knowledge transfer. We support, and are supported by, the business community. Our ground-breaking ‘Unit X’ enables students from the Manchester School of Art to work in interdisciplinary collaborations to deliver projects for clients in the city. The Crime and Wellbeing Big Data Centre combines criminology and the analysis of big data to help Greater Manchester Police improve efficiency and how policing is delivered in communities. Leading the sector in the development of higher and degree apprenticeships, we are poised to meet the exponential growth in employer demand for work-based learning programmes stimulated by the apprenticeship levy. We currently supply 17% of the total 1,000 degree apprenticeships nationally, working with household names from both public and private sectors including AstraZeneca, BAE Systems, Barclays Bank Plc, the BBC, Imperial War Museum, Manchester City Council, Thales Group, United Utilities and Virgin Trains. Driven by quality, we are dynamic and responsive and have a forward-looking approach to the development of our curriculum, facilities and offer to staff, students and partners. We are innovative and creative; continually evolving, never standing still. Our recently announced International Screen School Manchester will combine creative and craft skills with technical and digital know-how for content on everything that depends on a screen. It will pioneer a dynamic approach to research and learning, training the next generation of talent to enable Manchester and the UK to grow and compete internationally across the digital and media sectors. Board of Governors As Chief Executive Officer of the University, the
Vice-Chancellor is accountable to the Board of Governors, led by the Chair and Pro-Chancellor. Comprising a mixture of external independent members, staff and students, the Board of Governors is responsible for determining the educational character and mission of the University. It exercises oversight of our activities and ensures the efficient use of resources. The Board is responsible for the overall strategy and direction of travel of the University, setting and reviewing our key performance indicators, and ensuring the highest quality and standards in all that we do. Academic Board The responsibility for academic governance, including the management of taught and research degrees, and quality assurance, is delegated to the Academic Board, which advises the Vice-Chancellor and is accountable to the Board of Governors. University structure The University Executive Group (UEG) is responsible for the management of the University. There are five academic faculties within the University. Connected leadership The extended senior leadership of the University, approximately 80 people, meets on a monthly basis to ensure a strong relationship and collaborative working ethos between the UEG and colleagues in departments across the academy and in professional services. Professional Services Our mission in teaching and research is underpinned by our dedicated professional service teams led by the Chief Operating Officer. The Chief Operating Officer’s Leadership Team play a full role in developing the strategy and direction for the University, and are responsible for ensuring that our systems and processes are efficient and effective, enabling the smooth running of our organisation.

University Executive Group The UEG is responsible for managing the University, articulating its mission, and developing and delivering strategic and operational plans. Our people Our 4,410 academic and professional services staff are Manchester Metropolitan’s greatest asset. Fuel cell innovation and the application of graphene Professor Craig Banks leads internationally renowned research in graphene electrochemistry, and was listed as one of Thomson Reuters’ ‘World’s Most Influential Minds’ 2014. Craig and his team are extending their interest in

One solution is to utilise the Hydrogen Evolution Reaction process, in which the hydrogen in hydrogen fuel cells produces electricity as and when required after it is stored from renewable energy.

In March 2017, the University Board of Governors approved the ten-year Estate Strategy (2017 – 2027). The Estate Strategy sets out a framework through which the development of the estate will support and enable the University Strategy. It will focus upon developing our existing presence within Manchester city centre and the Oxford Road corridor to support our academic ambition and reinforce the centrality of the University to the city and our community. It is a key enabler of success and of the continued delivery of a high quality student and staff experience in an increasingly competitive sector. In June 2017, the University approved the complimentary five year £378m Estates Investment Programme (2017 – 2022). The investment programme outlines a range of projects that will contribute significantly towards the student experience, increase our research capabilities and improve the public spaces that connect our buildings.
The programme encompasses a range of major developments and tactical refurbishment projects as follows. The six main transformational projects include: • The Arts and Humanities development, located on the old Mabel Tylecote plot, will create an inspirational venue on the Oxford Road corridor for Theatre, Creative Writing and Multimedia Journalism (due for handover April May 2020). • The Science and Engineering development will significantly increase the university’s capabilities and profile within key research areas. • The new International Screen School Manchester will be home to an interdisciplinary digital skills powerhouse, supporting the growth of a priority sector in the regional economy. • An enhanced offering for sport which would bring together all of our activities to deliver an optimal environment for academics, performance athletes and recreational athletes to excel. This will include world-leading research, high-quality academic courses and support for all to participate in sport for recreational and health-related reasons. • Strategic investment in the Student Residential portfolio to increase the proportion and quality of university centrally controlled beds. • The refurbishment of 6 Great Marlborough Street for use as professional services office accommodation to facilitate numerous projects on the retained academic estate. Other planned investments include improvement of our public realm spaces, the installation of an energy centre and heat network to provide utility resilience, additional facilities at Platt Lane and Sugden in support of the participation sport strategy and a number of ‘business as usual’ projects to protect the student experience. Projects within the programme are in various stages of development. The first major project to be delivered will be the refurbishment of 6 Great Marlborough Street in summer 2018. The Arts and Humanities development is well matured and contractors will start on site in the coming months.

The primary accountabilities of the Assistant Director, Estates Infrastructure and Sustainability are:-
To provide senior strategic leadership and direction to maintain and develop the University’s built estate and related resources to provide a learning, research, working and living environment that underpin Manchester Metropolitan University’s strategic objectives.
To manage a complex range of Infrastructure, Maintenance, Energy and Environmental operational services to support the University strategies in supporting excellent student and staff experience, retention, achievement and satisfaction.
To lead on the Estates, Facilities and Capital Development (EFCD) Sustainability agenda.
The post holder will be a member of the EFCD Senior Leadership team and deputise for the Director of Estates, Facilities and Capital Development on Infrastructure, Maintenance, Energy and Sustainability matters.

To deliver and evidence a value for money service that captivates our students, staff and visitors through a customer focussed service, which adopts a culture of first-time resolution of issues. Establish from first principles and effectively manage an annual revenue budget of circa £12m, including the effective management of utilities budget of circa £6m. Fully commit the teams to the Journey to Service Excellence project, which is a customer service continuous improvement programme. The post holder is responsible for ensuring that the estates maintenance team operate to a high performing standard when measured against our peer groups. All planned preventative, cyclical and reactive maintenance operations of the University will be delivered in accordance with defined Service Level Agreements established by the post holder. The role has responsibility to lead on a broad range of customer-focused and value for money services in the following professional disciplines: • Estates Infrastructure • Estates Maintenance • Estates Compliance: Legionella, LEV’s, PSSR, LOLER, etc. • University wide Environment and Sustainability • Estates Emergency Planning and Business Continuity • University wide Fire and Asbestos • University Utilities provision • University wide Energy Management • University wide Travel and Waste The post holder will ensure both strategic and operational plans are in place and delivered associated with the above areas of responsibility. The post holder will be a member of the EFCD Senior Leadership Team, and responsible for managing circa 100 staff and a budget of circa £12m.
The role covers effective management of:-
• Reactive, Planned and Statutory Maintenance operations associated with 200,000m2 of buildings and 1,935 student beds.
To establish and deliver the following Strategic Plans and Management Systems:

Role profile The role
• Estates Emergency Planning and Business Continuity Scenario Training
Act in the role of Technical Design Authority associated with a £380m capital programme over 4 years and a £7m annual revenue programme beyond. Establish and implement an infrastructure masterplan which demonstrates the estates related investment requirements to support the University in attaining its strategic objectives associated with education, research and knowledge exchange, and sustainability.
The post holder will be expected:
To work at a senior level, being responsible for a pro-active approach to the carrying out of all infrastructure, maintenance and environment operations and development. Regular meetings will be held with the Director of Estates, Facilities and Capital Development to review proposals and progress annual plans. To participate in project and other meetings related to the estate and its property interests, existing and planned for the future, and to advise on the maintenance, energy, Health and Safety and sustainability aspects of planning and design of building projects. To continuously develop a high performing team, numbering approximately 100. Line manage and oversee the work of the senior managers and their teams, ensuring co-operation, co-ordination and good communication. The post holder will be expected to set annual priorities for and monitor progress of both in-house staff and appointed contractors and consultants and to take full responsibility for negotiating and agreeing budgets, work plans and scopes of works. The post holder will be expected to identify, plan for and meet deadlines set by legislation and/or statutory bodies and to carry out the necessary actions. Ensure that annual appraisals for all staff are carried out in accordance with the University’s programme, monitor progress and make recommendations for recognition of effort.

Manage £6m electricity, gas and water utility contracts.
Manage energy effectively, delivering on annual energy savings targets. Implement Carbon Management Plan, delivering on annual carbon reduction targets. Develop and manage computerised Buildings Management Systems, ensuring systems are optimised in terms of capability and function.

Skills & Abilities
The ability to act in the role of “designated technical authority” and to advise the University on all structure, engineering and maintenance matters. Proven record of strong leadership and change management skills. Ability to lead a large department fostering a culture of teamwork and co-operation within the tea nally with other stakeholders. Ability to present solutions, negotiate and engage positively with customers and colleagues. Strong influencing, communication and interpersonal skills including the ability to communicate a a wide range of audiences using a variety of techniques. Ability to work closely with customers demonstrating value for money. Substantial experience of managing groups of multi-skilled staff involved both in maintenance and is essential. Knowledge of implementing and developing CAFM and BMS computerised systems. Knowledge of financial management accounting practices in the areas of Infrastructure, Maintenan Environmental. Strong appreciation and knowledge of statutory regulations affecting the operation of buildings wit estate, including those affecting health and safety at work, fire safety, construction, Legionella, as laboratories. High level of computer literacy and ability to assess the need for and to implement systems Experience of 14001 and 18001 management systems. Educated to degree level or equivalent in an engineering or building related discipline. Chartered Engineer or Incorporated Engineer, Chartered Surveyor or Chartered Member of the Inst Building or Associate member. NEEBOSH Certificate in Occupational Health and Safety Environmental Qualification relevant to the role The post holder will have substantial post qualification experience in a management position in a l management or maintenance organisation Track record of successful delivery of change management, staff development and implementation systems and procedures within a estates management / maintenance service. Track record of delivering maintenance services and infrastructure development in a complex multi organisation. Successful record of leading and developing a substantial internal maintenance delivery operation customer focussed environment. Successfully developing and implementing strategic and operational delivery plans in respect of m services, budget, preparation and management. Successfully managed the following teams within Estates, Facilities & Capital Development: The post holder is required to be available as part of an on call team in the event of an emergency in certain circumstances to attend serious incidents. This is generally in the nature of a 24 hour, al obligation. There are no particular features of this post entailing specific personal hazard or permanent conditi of abnormal character. The post holder will, however, be expected to work on occasion on any of t sites and to be prepared to work out-of-hours either on-call or planned maintenance work.
