York Container Announces Expansion To Chicago Market York, Pennsylvania based York Container Company announced the startup of its first greenfield corrugated box plant in Elgin, Illi- nois. Since 1954, York Container has served its Northeast customers and now brings new capacity for sheets, brown shippers, and graphic packaging under one roof to support the company’s growth throughout the Mid- west. Pratt Industries To Invest $500M For Green Infrastructure In PA Conyers, Georgia based Pratt Industries, a private compa- ny owned by Australian billionaire Anthony Pratt, is dedi- cating $500 million for recycling and green energy infra- structure in Pennsylvania, according to media reports. Pennsylvania Josh Shapiro was onsite for the announce- ment at the company’s facility in central Pennsylvania. The company employs more than 800 people in five counties in Pennsylvania. “Pratt Industries is the world's largest privately-owned company that manufactures 100 percent recycled packag- ing and paper,” Shapiro said. Officials say the investment will lead to hundreds more jobs in the state. Shapiro says the company has shown that companies can create jobs while helping the environment. “Pratt Industries is the world's largest privately-owned company that manufactures 100 percent recycled packag- ing and paper,” Shapiro said. He said it is important to have foreign companies invest in the state, and that Commerce Department data shows that foreign-owned companies invest in the state, created more jobs in Pennsylvania than any other state. “That's good for business. you to know my administration is prepared to build on that progress by investing more time and effort into cultivating and developing these international ties,” Shapiro said. The $500 million investment is on top of another $500 million Pratt Industries previously pledged to invest in the state over the decade. AF&PA Releases November 2023 Packaging Papers Report The American Forest & Paper Association (AF&PA) re- leased its November 2023 Packaging Papers Monthly re- port. Total packaging papers & specialty packaging ship- ments in November increased 1 percent compared to No- vember 2022. They were down 1 percent when compared to the same 11 months of 2022. Shipments of the biggest subgrade in unbleached packaging papers – bag & sack – were 95,200 short tons for the month of November, up 4.8 percent year-to-date. The bleached packaging papers operating rate was 80.4 percent, down 0.3 points from November 2022 and down 0.5 points year-to-date. Survey Shows Shoppers Willing To Pay More For Sustainable Packaging BY GREG KISHBAUGH Online shoppers are frustrated with a glut of packages ar- riving too big for the products being shipped, too flimsy, covered with too much tape or not being waterproof or recyclable, according to a survey conducted by DS Smith. Consumers in the survey (81 percent) overwhelmingly said sustainability of packaging matters to them, so much so that about 40 percent would pay more for that. A third said they would pay up to 24 percent more, and nearly another third would pay at least 25 percent or more. DS Smith said the results underscore its efforts to pro- vide environmentally friendly products that replace prob- lem plastics, remove carbon from supply chains and pro-

vide recycling solutions. The poll also showed widespread support among consumers to recycle. More than 40 per- cent said their recycling has increased since the onset of the COVID pandemic in March 2020, and nearly 70 per- cent said they recycle cardboard packaging from online deliveries always or most of the time. That embrace of recycling matches the spike in e-com- merce, with two thirds saying their frequency of buying

online has increased, and more than half saying they expect that to continue to grow. Still, consumers expressed frustrations. Citing boxes with too much extra space, 38 percent said about half of their deliveries were filled with air and 39 percent said it was a quarter of air. Among other problems with their packages: • Too big for the products being shipped, 41 percent • Uses too much filler, 29 percent • Not waterproof, 27 percent • Is flimsy and easily damaged, 25 percent • Uses too much plastic tape, 24 percent In a signal of their push for sustainable products, two thirds of consumers (64 per- cent) surveyed said they would be more likely to purchase products either pack- aged in or using paper and cardboard so it can be reused or recycled. • Difficult to open, 21 percent • Not recyclable, 12 percent Oversized boxes containing excess packing material take up more space during transit, so the potential ripple effect is un- necessary delivery trips, which can have an impact on the amount of carbon emissions being produced. “Online shopping remains popular so the onus is on business to design out waste and make sure materials can stay in use for as long as possible,” said DS Smith’s Mela- nie Galloway, Vice President Sales Market- ing and Innovation. “The idea of oversized boxes, containing excess packing material, that in turn overly fill delivery trucks, is not something any of us should perpetuate - consumers don’t want it, businesses can’t afford it, and ultimately the planet won’t thank us for it.”

Revisiting Paper Packaging’s Circular Economy As Court Rules On Plastics Ban A Canadian Federal Court recently announced its ruling in response to the lawsuit brought forward by the Responsible Plastic Use Coalition (RPUC), made up of companies from the plastics industry, who requested a judicial

review of the federal government’s decision to add plastic manufactured items (PMIs) to the List of Tox- ic Substances under the Canadian Environmental Protection Act (CEPA). By classifying PMIs as a toxic substance, the government was able to enact the Single-use Plas- tics Prohibitions Regulations, which came into ef- fect December 2022, restricting the manufacture, import and sale of certain single-use plastic prod- ucts.

The Federal Court’s decision in the Responsible Plastic Use Coalition vs. Environment and Climate Change Canada (ECCC) case ruled that the government’s order to add certain plastics to CEPA was “unreasonable and unconstitutional.” According to a brief from McMillan LLP, the court’s decision does not change the legislation currently in effect. Businesses who manufacture, distribute, sell, supply or use the six categories of single-use plastic prod- ucts that are subject to the Regulations should continue to comply. The Federal Government also announced its intention to appeal the court’s decision. That said, the Canadian Government is unlikely to withdraw from its efforts to address plastic pollution and its Zero Plastics Waste Agenda. At the end of the day, the federal government is sending a clear message to Canadian consumers and businesses: there is simply too much packaging waste, and too much of that packaging waste is plastic. PPEC has written about What Reducing Plastics Means for the Canadi- an Paper Packaging Industry before, and this lawsuit does not change our view. There will continue to be more demand for alternative packaging materials – including recyclable paper-based packaging – in response to growing plastic reduction initiatives, both here in Canada and around the world. But what it does change is what it means to have a circular economy, which is defined by the Government of Canada as: In a circular economy, nothing is waste. The circular economy retains and recovers as much val- ue as possible…It’s about using valuable resources wisely, thinking about waste as a resource instead of a cost, and finding innovative ways to bet- ter the environment and the economy. The term “circular economy” is everywhere, even though the actual model of using (and reusing) resources wisely is not everywhere. To PPEC and its members, the circular economy is more than just a term, it’s an action inherent and embedded in our industry’s operations. Canada’s paper packaging circular economy starts with sustainable forest management. And despite misconceptions, the paper packaging industry does not use much in the way of freshly cut trees, and the little that is harvested must be regenerated by law. The mill produces the material used to make packaging, using mostly recycled content, and responsibly sourced wood chips and sawmill resi- dues. It is then formed into rolls of paper and sent to a converter, where it is made into recyclable packaging products. Once used by the customer, CONTINUED ON PAGE 16

so complex. Plastic is a complicated material made from a non-renewable resource, and there are many different types of resins with different properties. Generally speaking, the types of plastics that are re- covered and recycled the most are those that have es- tablished end markets in place where used plastic can be readily sold so that they can be used in place of virgin ma- terials. Which means that only some forms of plastics can be recycled, as evidenced by that 9 percent figure above. Which further means that only some types of plastics may be able to develop the necessary conditions needed for a circular economy model. Most materials can be recycled if given the right condi- tions, such as access to recycling and active recycling by consumers, minimal contamination, available and effective processing technologies and equipment, and most impor- tantly, the existence of established end markets, which al- low recycled materials to be bought and used in place of virgin materials. That doesn’t mean those conditions exist for all mate- rials consistently or at scale. But they do exist for paper packaging, which is one of the most widely recycled ma- terials. For Canada’s paper packaging industry, treating paper packaging as the valuable resource that it is – a renew- able resource that can be used again and again through the act of recycling – is built right into our industry’s DNA. it is recycled, and makes its way back to the mill to start the process over so that it can be remade into new paper packaging products. And this happens up to seven times. This blog is not meant to provide a legal perspective on the court’s ruling, but its purpose is to reinforce the im- portance of circular economies and to once again show how paper packaging is a shining example of a circular economy successful story. According to data from ECCC, Canadians throw away over 3 million tonnes of plastic waste every year, of which 9 percent is recycled; which means that 91 percent of that plastic waste is not diverted or recovered, representing a lost opportunity of $7.8 billion, according to the Economic Study of the Canadian Plastic Industry, Markets and Waste. We know that the Canada Plastics Pact (CPP) is work- ing to create a circular economy in Canada, and they have several targets they are looking to achieve by 2025, in- cluding having 50 percent of plastic packaging recycled or composted, and to achieve 30 percent recycled content across all plastic packaging. These are laudable goals that, if achieved, could help address the rapid proliferation of plastic waste. But it doesn’t necessarily mean that a circular economy ap- proach could be developed for all forms of plastics. The business and environmental case is clear, but what’s less clear is how to approach a material that is

PMMI Report Shows Labor Shortage, E-Commerce Driving Automation PMMI, The Association for Packaging and Processing Technologies, announced a report it produced showing that labor and skills shortages are pushing consumer packaged goods (CPG) companies to invest in warehouse automation solutions. The report, Packaging and Automation in the Ware- houses of the Future, also shows that growing e-com- merce activity and rising direct-to-consumer demands have resulted in warehousing and fulfillment operations becoming more complex, increasing the demand for mixed and layered pallets. With these new trends, CPG companies are turning to warehouse automation solutions such as palletizers and mobile robots, according to the PMMI report. More than one in four (25 percent) warehouses will have some form of automation installed by 2027, leaping from just 14 per- cent in 2017 and 18 percent at the end of 2021. The PMMI survey shows that less than 20 percent of CPG firms op- erate mostly automated warehouses today, and very few report they are fully automated. Recycling is essential to the Canadian paper packaging industry’s long-standing and successful circular economy, and allows raw materials to flow for longer, reducing the need to extract virgin materials. The average recycled content for domestic shipments of containerboard and boxboard – used to make some of the most common forms of paper-based packaging such as corrugated cardboard and paperboard – is just over 80 percent, according to PPEC’s 2022 Recycled Content Sur- vey Report. PPEC member companies are good at making recycla- ble products out of recycled materials. It’s at the core of what they do every day, and in many cases, our members have their own recycling divisions to make sure they have a good supply of recycled paper fibres to use as their pri- mary feedstock. That approach didn’t just start now, or even a few years ago, it has been an inherent part of our industry’s business models for decades. We’re not here to pit materials against each other, but when the term “circular economy” is thrown around so much it can dilute the meaning of what it means to truly have a circular economy.
