However, compliance depends on a number of factors including the precise language of the Standard, the specific facts and circumstances, and the quality of evidence. Purpose : To consider and explore the importance of documented cold weather plans for BES equipment from generators to control centers. • It is SERC’s policy and practice to obey the antitrust laws and to avoid all conduct that unreasonably restrains competition. This policy requires the avoidance of any conduct that violates, or which might appear to violate, the antitrust laws. • It is the responsibility of every SERC member, every SERC member employee who participates in SERC activities, and SERC staff personnel who may in any way affect SERC’s compliance with the antitrust laws to carry out this commitment . • Participants in SERC activities should refrain from the following prohibited discussions when acting in their capacity as participants in SERC activities: – Discussions involving pricing information, especially margin (profit) and internal cost – Discussions of a participant’s marketing strategies – Discussions regarding how customers and geographical areas are to be divided among competitors – Discussions concerning the exclusion of competitors from markets – Discussions concerning boycotting or group refusals to deal with competitors, vendors, or suppliers • Any other matters that do not clearly fall within these guidelines should be brought to the attention of the SERC office.

Confidentiality Policy

• Members of SERC committees may, in performing SERC functions, have to use information of a sensitive and commercial nature, including but not limited to that provided by SERC members and designated as “Confidential”, that SERC members customarily hold confidential and do not disclose publicly. • The SERC Confidentiality Agreement prohibits (i) the use of Confidential Information by Member Employees for other than SERC purposes and (ii) the disclosure of that information to any third party, unless disclosed to NERC pursuant to delegation agreement, or to a third party that has signed a Confidentiality Agreement with SERC. • If either you or your employer has not signed such an Agreement and/or your employer has not designated you as a Member Employee authorized to receive Confidential Information then you will not be given access to Confidential Information and you will be required to leave the meeting before any such information is disclosed, used, or discussed.

Standards of Conduct

• The Federal Energy Regulatory Commission’s Standards of Conduct for transmission providers forbid a transmission provider from providing an undue preference or advantage to any person and require transmission providers to treat all customers in a not unduly discriminatory manner. • All participants in the SERC Identified Reliability Risk Team are expected to abide by the restrictions in the Standards of Conduct. • During any meetings, discussions, or other activities of the SERC Identified Reliability Risk Team, all participants should: – Refrain from disclosing non-public transmission function information, which includes any information related to day-to-day transmission operations and planning, such as transmission outages and constraints. – Refrain from discussing any non-public transmission customer-specific information. – If any non-public transmission function information or non-public customer information is disclosed during a SERC Identified Reliability Risk Team activity, the participants receiving that disclosure should not further disclose that information to any marketing function employees within their organizations or use any other person as a conduit to disclose such information.

Marty Sas has been working in the Bulk Electric System industry for the last 18 years; last year as the Senior Lead Engineer at SERC Reliability Corporation. The primary focus of his role is to be the liaison to the Reliability Risk Working Group (RRWG), Reliability Coordinator Working Group (RCWG), System Operator Working Group (SOWG), along with assisting the RAPA and other departments at SERC in the coordination and assessment of the bulk power system, to assure effective and efficient reduction of risks to the reliability and security of the bulk electric system. Before SERC, Marty spent the last 13 years at MISO, the last 5 years as the Senior Manager of South Reliability Coordination and Engineering. Marty began his career at MISO as Reliability Coordinator/Analysis for the East Region and then joined the South Region as the Lead Reliability Coordinator to assist in the creation in establishing the MISO South Region. The primary focus of his role as the Senior Manager of South Reliability Coordination and Engineering is to supervise his staff in maintaining reliable operations of MISO’s southern system through managing the balance of power, constraints, and market operations. Before joining MISO, Marty spent 4 years at PJM in their west control room as both a Power and Generation Dispatcher. Marty has been in the utility industry since 1994 and had several positions with a Utility Line Construction Company ranging from a Construction Manager to a Field Engineer. Marty currently holds his NERC RC certification and has a Bachelor of Science Degree in Physics from the Clarion University of Pennsylvania.

Melinda Montgomery serves as the Sr. Director of Engineering & Advanced Analytics for SERC. Her teams oversee SERC’s data collection and analytics, as well as working with stakeholders in developing planning models and performing engineering studies and assessments through SERC’s technical committees and subgroups. Her background includes 20 years of industry experience in system operations and planning. She holds a PhD in Electrical Engineering, as well as a Master of Science in Engineering from Tulane University, New Orleans. She also holds a Bachelor of Science in Electrical Engineering degree from Christian Brothers University in Memphis.

Tim Hattaway serves as Energy Services Manager for PowerSouth Energy Cooperative, a G&T Cooperative serving 16 distribution coops and 4 municipal systems in Alabama and Northwest Florida. He has served in various capacities at PowerSouth during his 31-year career. Tim currently serves as Energy Services Manager responsible for the Energy Control Center Operations related to the Transmission Operator and Balancing Authority functions. Tim serves on several reliability groups and committees and is a NERC Certified System Operator.

Hassan Hamdar joined SERC in July of 2019 after the transition of FRCC into SERC. Hassan worked in various roles at FRCC for over 11 years. His main focus at FRCC was event analysis and situational awareness but he was also responsible for misoperations reporting and system operator training. Hassan has a Bachelor’s of Science in Electrical Engineering from the University of South Florida and a NERC Certified System Operator.

Harry joined SERC in February of 2016. Harry has nine years of experience in Transmission System operations. Prior to joining SERC, Harry was a Transmission System Outage Coordinator and a Transmission System Operator at PPL Electric Utilities located in Allentown, Pennsylvania. In addition, Harry also worked as a Transmission System Operator at First Energy in Reading, Pennsylvania. First Energy Transmission System East consists of operations for the Pennsylvania Electric Company, Metropolitan Edison Company, and Jersey Central Power and Light Transmission systems. Harry has eight years of experience in Generation Operations. Harry was a Control Room Operator and Auxiliary Equipment Operator at Reliant Energy’s Titus Power Station located in Reading, Pennsylvania. Titus Station, consisted of three coal-fired boilers and two gas-fired or oil-fired combustion turbines with a capacity of 274 megawatts. Harry also was a Control Room Operator and Auxiliary Equipment Operator at Cinergy’s Westwood Power Station located in Tremont, Pennsylvania. Westwood Power Station has a single waste coal fired Circulating Fluidized Bed boiler with a capacity of 34 megawatts. Harry is a NERC Certified System Operator Reliability since 2007, PJM Certified Transmission Owner Operator since 2007, and PJM Certified Generation Dispatcher since 2014.

Don Urban

Don started in the power industry in 1973 with Pennsylvania Electric Company as an operator at Keystone Generating Station. His power plant operations experience includes working as a Control Room Operator and Shift Supervisor for Sunflower Electric Cooperative at their Holcomb Station. After leaving plant operations, Don worked for General Physics Corporation as a Senior Training Consultant and simulator instructor. He continued his training career with Delmarva Power & Light before accepting a position in system operations as a Power System Controller. This experience allowed him to relocate back to Pennsylvania as a Power Director and Reliability Engineer for PJM at their new control center in western Pennsylvania. Don joined ReliabilityFirst in January 2008 where he has been involved in compliance audits, spot checks, investigations, registration, certifications and risk assessment. He has led RF’s cold weather readiness program since 2014.
