Russell Township mayor warden for Ontario East GREGGCHAMBERLAIN gregg.chamberlain@eap.on.ca with a warden from either the East or the West sections nominated.

this year leading up to the October civic elections. He is also the current warden for the United Counties of Prescott-Russell (UCPR) after he was confirmed for that posi- tion last November. The UCPR warden represents Prescott- Russell to the EOWC. The last time Prescott- Russell’s warden chaired the EOWC was when Jacques Hétu was mayor for Hawkes- bury. The EOWC represents 13 counties in East- ern Ontario, which includes more than 90 municipalities and a population of more than 270,000. The usual practice is for the chairman’s position to alternate each year

St-Pierre discussed with UCPR Chief Administrative Officer Stéphane Parisien about both the chances and the implica- tions of putting his name forward as a pos- sible EOWC chairman candidate. The deci- sion then was to go ahead. “There was a lot of lobbying at the last minute,” St-Pierre said. “But we need some- times to be the leader. It means additional work, additional time, but I’mwilling to take it on.” With St-Pierre’s confirmation as 2014 EOWC chairman, Parisien automatically becomes the secretary-treasurer for the re- gional organization. Following confirmation of the new chair- man, the EOWC board approved the three main priorities to pursue in 2014. First, St-Pierre said, is continuing with de- veloping an economic development strat- egy and also an implementation plan that the EOWC can present to provincial and federal government ministers and senior officials during the upcoming Ontario Good Roads Association conference (OGRA). During the OGRA conference St-Pierre and other EOWC representatives will also begin lobbying work with the two senior levels of government for financial sustain- ability for infrastructure improvement and maintenance in Eastern Ontario. St-Pierre noted that covers all municipal and county infrastructure from water and sewer sys- tems to roads, bridges, and public build- ings. “We need funding (aid) that we can de- pend on,” he said. The third top priority is a review of the cost of policing in Eastern Ontario and the implications of the OPP’s current billing proposal for police services for municipali- ties and rural communities. “We have a great deal of concern at what is being proposed,” St-Pierre said. Province asks for budget advice TORONTO | The Ontario budget comes due in spring which puts the cap on every property tax bill that follows in the mail. The Finance Ministry is asking citizens to take part in the latest round of pre-budget consultations. Finance Minister Charles Sousa launched the budget talks tour in Ottawa in January. Other public forums are planned through- out the province during the next fewweeks. But the average taxpayer can take part in the pre-budget discussions by regular mail, email, fax or through the government’s Twitter site at #BudgetTalks. Deadline for getting in comments on what the priorities should be for the 2014 provincial budget is Feb. 28. The email ad- dress is submissions@ontario.ca, fax num- ber is 1-416-35-0969, or mail to the minis- ter in care of the Budget Secretariat, Frost Building North, 3rd Floor, 95 Grosvenor Street, Toronto, ON, M7A 1Z1.

EMBRUN | Russell Township’s mayor is go- ing to be very busy this year. Jean-Paul St-Pierre is the new president of the Eastern Ontario Wardens Caucus (EOWC). His nomination was confirmed during the EOWC’s first meeting of the year Jan. 17. “It was a surprise to me,” St-Pierre said during an interview the following Monday. The mayor faces a re-election campaign
