Recent rains have improved the water- level situation in some areas of the South Nation River watershed. The South Nation Conservation Authority (SNC) reported that the low water condition for three areas of the watershed has chan- ged from Level 2 to Level 1. Those areas include the Lower South Nation, Bear Brook, and Castor River subwatersheds, which cover Russell Township, The Nation Municipality, Casselman, Clarence-Rockland, and Alfred- Plantagenet Township. Level 1 status means minor low-water conditions in the affected areas. Residents are asked to reduce their water use by 10 per cent to help maintain sufficient water in local hydrant and water storage systems to support emergency fire control efforts when needed. Level 2 status continues for the Upper South Nation subwatershed area. That means residents should avoid nonessential water use like washing vehicles, and also limit their lawn watering. All homeowners should observe local water conservation measures. The SNC has an online survey at www. nation.on.ca at its website to collect infor- mation from local farmers on how this year’s dry weather conditions have affected their operations and help the SNC with develop- ment funding for drought support programs.

The OPP incident report states that a car had gone off the road and into the ditch. The driver, Joanne Gowan, 54, of Alfred- Plantagenet Township, was the sole occu- pant of the vehicle. She was pronounced dead at the scene of the accident. Anyone who may have witnessed either accident is asked to call the Hawkesbury OPP at 613-632-2729.

region itself, Alfred-Plantagenet Township will receive $265,200, the Municipality of Casselman $93,500, Champlain Township $247,700, the City of Clarence-Rockland $607,400, East Hawkesbury Township $91,900, the Town of Hawkesbury $319,800, Russell Township $458,984, and The Nation Municipality $308,400. The Ontario government is providing $212 million in social service relief funding to aid with local social programs for vulnerable people who need shelter. All of the Safe Restart funds are allocated according to municipal population figures. The first phase of Safe Restart funds will go out to municipalities in the fall and the second phase of the funding will be sent out after each local government has filed their updated COVID-19 expense reports to the province.
Local municipalities are getting funding help from the provincial government to cover some of their expenses in dealing with the COVID-19 pandemic situation. The Safe Restart deal between the federal and provincial governments means $695 million in federal funds to help Ontario municipalities cover their own operating expenses related to the pandemic, along with more than $600 million in federal money for supporting local public transit services in those municipalities that have them. Under the first phase of the Safe Restart aid program, the United Counties of Prescott- Russell will get $2,337,600 while the United Counties of Stormont-Dundas-Glengarry will get $1,762,300. &/#3&'r#3*&'4 CDSBEO SCHOOL RESTART APPROVED The provincial government has appro- ved the school re-entry draft plan for the Catholic District School Board of Eastern Ontario (CDSBEO). The plan includes enhanced public health safety measures and other guidelines for staff and students at all CDSBEO schools. The plan covers both in-school and online learning options for students. The CDSBEO has posted the draft plan at https://www.cdsbeo.on.ca/cdsbeo-re-en- try-plan/ for parents who wish to review it. – Gregg Chamberlain HEAT WARNING The summer season periods of extreme heat have passed but the humidex conditions over past weekends indicate that high-heat situations are still possible for late summer. Seniors and others who may be susceptible to heat are advised to stay indoors as much as possible and drink lots of water. Anyone who works or exercises outdoors should try to keep to the shade as much as possible and make sure to wear a hat and sunblock, as well as keep hydrated. – Gregg Chamberlain HIGHWAY 34 LOAN Champlain Township council approved Bylaw 2020-51 August 13, authorizing a $316,500 loan to pay for the muni- cipality’s share of the costs for recons- truction of Highway 34. CAUTIOUS OPTIMISM ABOUT COVID-19 SITUATION

The pandemic situation in Eastern Ontario seems to be improving but regional health officials warn against complacency. Doctor Paul Roumeliotis, chief medical officer for the Eastern Ontario Health Unit (EOHU), described the numbers for cases outstanding and resolved for COVID-19 in the region as ‘very encouraging” but he still urged vigilance for all residents in following pandemic protection protocols. He noted that all health officials throughout Canada are still concerned about the potential for a “second wave” of COVID-19 cases as the provinces and territories all begin their economic restart plans. “Are we prepared for a second wave?” Dr. Roumeliotis said during his August 17 media teleconference. “I can tell you that we will get cases and that we are prepared to take care of them.” Dr. Roumeliotis noted that strict obser- vation of mandatory masking regulations and other public health safety guidelines, including social distancing and regular handwashing, will reduce the risk of new COVID-19 infection incidents. As of Monday, the total number of confir- med COVID-19 cases for the EOHU region was 181, with 165 of those cases classed as resolved, which means the people infected have recovered. No new outbreaks or deaths resulting from COVID-19 have occurred. Dr.

Roumeliotis also confirmed that the EOHU is in regular consultation with officials for the Five Counties region and the City of Cornwall on future plans for lifting the current state of emergency for public health orders that were declared in Eastern Ontario earlier this spring during the early stage of the pandemic. The EOHU is now focused on working with school districts on fine-tuning their school start-up plans for September, and with local
daycare operators who expect to have more children to look after soon as many parents go back to work. Dr. Roumeliotis also confirmed that the EOHU will monitor for any outbreaks at schools or daycares and notify the public when such incidents occur. “It’s a matter of trying to prepare for all of that,” he said. “My concern is are we doing the best we can to protect the children.”

Michel Murray, the property owners, wants the zoning changed to R2 residential, which would allow him to build a semi-detached dwelling.from their constituents about the proposed rezoning. Ward 1 councillors Peter Barton and Troy Carkner both noted they have received “lots of verbal complaints” about the rezo- ning request. Councillor Violaine Tittley, who represents Ward 3, expressed support for the Ward One residents opposed to the rezoning. “A semi-detached dwelling does not belong on Home Avenue,” she said. Murray told council during the teleconfe- rence that he “does not understand” the opposition to having a semi-detached dwelling in the neighbourhood. Council received both Laforest’s report along with all the letters of opposition to the rezoning request. A final report on the issue will be part of next month’s council agenda for review and either approval or disapproval.
A rezoning request to allow a semi- detached house in the Home Avenue neighbourhood of Vankleek Hill has some of the neighbours upset. Jennifer Laforest, Champlain Township’s senior planner, noted “quite a few letters” arrived in her office from homeowners in the Home Avenue area of Vankleek Hill about a proposal to build a semi-detached dwelling on the empty lot between the exis- ting houses at 94 and 86 Home Avenue. During her report to township council during an August 14 public hearing tele- conference, Laforest noted that most of the issues listed in the dozen or more letters concerned the impact of a semi-detached dwelling on traffic in the neighbourhood, impact on the local landscape, and also whether a semi-detached residence is compatible with all of the single-family homes in the area. included a colouring contest for children, and a Sunday afternoon tractor parade. Dozens of tractors, including a couple with sun shades rolled out from the Vankleek Hill Fair grounds just after 1 p.m. and made their way through the village. Tractors of all makes, models, and sizes dominated Main Street on their way back to the fair grounds. The fair society is now occupied with planning for next year and the triumphant return of the annual Vankleek Hill Fair in 2021.

C’est après une longue bataille avec la maladie que Madame Nicole Myre, de Hawkesbury, est décédée le jeudi 13 août 2020, à l’âge de 69 ans. Elle était la fille de feu Wilfrid Myre et feu Jeanne D’Arc Berniquer; la tendre amie de cœur de Mario Blais; la mère bien-aimée de Tyna et Chantal (Raymond Tremblay); la grand-mère adorée de Bianca (Michel Lepage), Mathieu (Beth Warholik), Camille et Jean Nicholas; l’arrière-grand-mère de Noah; la chère sœur d’André (Yvette), Henri (Christine), Jacques (Danielle) et Guylaine (Michel Crête). Elle fut prédécédée par son frère, Mario Myre. Lui survivent également plusieurs beaux-frères, belles-sœurs, oncles, tantes, cousins, cousines, neveux, nièces et amis.
