Another year flew by and here we are again, time for our highly anticipated Annual Conference. I hope everyone is adjusting to the “new normal” and are seeing ridership numbers gradually increase to pre-pandemic levels. We have an exciting lineup for you this year, starting with our keynote speaker, Robert Heath, CEO of Legacy Leadership Consulting. Look to start your conference off highly motivated as you enjoy breakout sessions on ADA, Accounting, Route Planning and many other exciting training opportunities. Tuesday morning at our General Meeting we are privileged to have Terry Garcia Crews, FTA Region 3 Administrator joining us. At our Awards Luncheon (sponsored by Vector Media) on Wednesday, we will have another keynote speaker, Dan Mulraney speaking to us about the chronology of leadership. The Wednesday evening Partnership Dinner (sponsored by Mead & Hunt) will be on dry land this year, but we will be enjoying casino night, where you will have the opportunity to win some great prizes. And for a new twist, breakfast on both Wednesday and Thursday will be roundtables with informal discussions on passenger transportation matters. I want to officially thank our TAM Conference Planning Committee and Board of Directors. Their tireless efforts ensure a successful event each year by bringing our members the resources and information they need and by securing generous sponsorships and highly sought-after conference vendors. In addition, the support of our partners at the Maryland Transit Administration (MDOT MTA) has been above and beyond the call of duty – we could not have put this event on without your assistance! THRIVING IN CHAOS Robert Heath CEO, Legacy Leadership Consulting Group

Robert Heath, Sr. is an author, engaging communicator, and leading expert in Empowering Leadership. His work is centered on helping leaders get the best out of themselves and those that work for them. Robert received his JD, cum laude, from the University of Illinois College of Law. He also holds an MA in Teaching from Christian Brothers University, as well as dual BA degrees in Economics and Speech Communications from the University of Illinois at Urbana-Champaign. Robert served for eight years as a United States Marine Corps Officer and was awarded the Navy and Marine Corps Commendation Medal for his leadership as a Commander of one of the largest support companies in the U.S. Marine Corps. Combining the Leadership principles he learned as an Officer and Company Commander in the United States Marine Corps with the personnel development strategies he has mastered over twenty years of leading, teaching, and coaching, Robert works with leaders who desire to increase productivity, initiative, and follow through; reduce stress; and get the very best out of their team on every project, regardless of who they may lead.

THE CHRONOLOGY OF LEADERSHIP Dan Mulraney Founder & CEO, Mulraney Training & Consulting, LLC

Dan Mulraney is the married father of three and the Founder and CEO of Mulraney Training and Consulting in Marmora, New Jersey. He is a retired Captain of Police and the Director of Cape May County Department of Fare Free Transportation. During his tenure in the transportation industry, Dan became an Executive Board Member for the New Jersey Council on Special Transportation and a New Jersey State Delegate to the Community Transportation Association of America in Washington, DC, where he is also an instructor for the Certified Community Transit Supervisor course. In New Jersey he sits on the training committee for the New Jersey Community Transportation Training Program. Dan is a graduate of Stockton State College in New Jersey with a BA in Criminal Justice and has his Certified Public Manager certificate from Rutgers University. He has been an instructor and public speaker for almost twenty years. He is a graduate of the CTAA Emerging Leaders Academy and The West Point Command and Leadership Program, among many other leadership courses. He also sits on the Advisory Council for Seton Hall University’s Transformative Leadership Program.

Terry Garcia Crews Regional Administrator, Federal Transit Administration

Terry Garcia Crews joined the Federal Transit Administration (FTA) in February of 2015 as the Regional Administrator. She and her team oversee the Federal funding for Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and the District of Columbia. Ms. Garcia Crews guides 28 professionals in two offices, Philadelphia and Washington, DC, who provide grant development and program management support to our community partners. With executive leadership experience, Ms. Garcia Crews served as Chief Executive Officer for several transportation agencies. She managed Metro in Cincinnati, including a 356-bus fleet and a workforce of 828. She also led transit systems in Austin, Texas; Lexington, Kentucky; Poughkeepsie, New York; and Tucson, Arizona. Prior to joining the public sector, her banking industry experience established a foundation for bottom line expectations and garnering a solid return on investment on projects and services. Additionally, as a national transportation consultant, she assisted clients nationwide and formulated strategic plans and public awareness programs. Ms. Garcia Crews’ experience leading multi-dimensional organizations produced demonstrated results in achieving financial sustainability, improving service, effecting cultural change and fostering stakeholder support. A recognized leader in the transit industry, she was actively involved with the American Public Transportation Association (APTA) as a member of several key committees, the board of directors and chaired the Mid- Size Bus Operations Committee. She participated in APTA’s Workforce Development Program as a national mentor. She has also been involved with the Transit Cooperative Research Program and was on the project oversight and selection committee. Ms. Garcia Crews served on the boards of the Downtown Cincinnati Inc., Freestore FoodBank, and Ohio, Kentucky, Indiana Regional Council of Government and the YMCA. While at FTA, she has been recognized for her high-achieving performance and received several U.S. Department of Transportation awards for partnership, regional team excellence, program oversight and safety program execution. Ms. Garcia Crews has a Bachelor’s of Science in Business Administration and a Double Major in Finance and Marketing.

Mental Health for Transit Workers 10:15-11:30 a.m. | BHB Presented by Lynn Berger TAM General Meeting 8:30-10 a.m. | BHB TAM’s twice annual general Transit system workers have traditionally been subject to chronic and acute stressors that can contribute to mental health issues, including depression, anxiety, burnout, and post-traumatic stress disorders (PTSD). In turn, these issues can lead to increased risk of injuries and chronic diseases, workplace dysfunction, safety issues, presenteeism, absenteeism, turnover, and cost impacts. The emergence of a novel coronavirus and the

ongoing pandemic add another layer of stressors on essential workers including transit system workers. This session will recommend best practices for transit systems to support the mental health of transit employees (including programs, outreach, education, and bargaining). Presented by: Jeff Barnett, Charles County; Jaime McKay & Roman Steichen, TransIT Services of Frederick County; Deanna Archey, Montgomery County Many transit agencies are asking themselves if going fare free could be a way to address equity and ridership issues that have been exacerbated by the pandemic - if we can figure out how to pay for it. Representatives of TAM member agencies who have implemented fare free programs will participate in a panel discussion to talk about fare free’s impact on ridership, community relations, finances, safety, and overall customer satisfaction. *Going Fare Free 10:15-11 a.m. | Breezeway *C.A.R.E.E.R. The attendee will explore a framework for considering career options and specific actions needed to get there as well as the resources that will support the attendee. The Federal Transit Administration is making billions in “Low-No” funding available to transit agencies. Agencies, operators, and municipalities across the United States can apply. For many agencies, Low-No grants have already kick-started their transition. The funding is ideal for agencies that have publicly committed to a net-zero future but need help with the costs. It all starts with a smarter strategy: How do you determine where each mode of transit is best suited? Join transit leaders from Annapolis GO in the City of Annapolis and RideOn in Montgomery County as they detail their unique approaches to new and improved integrated mobility networks. Effective Time Management 3:15-5 p.m. | BHB Presented by Kevin Stacey, TrainRight, Inc. This time management training program teaches attendees how to increase effectiveness by developing action plans, focusing on the activities that contribute to achieving their goals, prioritize tasks, and maintain the discipline needed to complete them. The program provides practical time management techniques for identifying key time wasters, setting boundaries, handling interruptions and maximizing productivity. Participants will learn how to incorporate these techniques into their daily activities by setting goals, writing out objectives and developing a daily action plan that promotes focus, discipline and creativity. Attendees will move from spinning their wheels to taking action along with making a plan for each day and sticking with it.

Presented by Veronica McBeth, FTA This workshop will provide historical context on the role past transportation decisions have played in creating and maintaining inequities, offer academic perspectives on practices to promote a more equitable transportation system, and provide an opportunity for Transit professionals to discuss how their organizations can advance equity in its practices. Service and operations planning for transit is not typically taught in school, so it tends to be somewhat of a black box for trained planners and members of the public alike. While transit planners all over the world have developed sophisticated methods of planning and evaluating transit, the principles of service design remain relatively simple. In this session, we will review the principles of transit service design and how to allocate and account resources. Thurs | September 22 Transit Route Planning 3:15-5 p.m. | Tavern Ballroom Presented by Megan Matheny LOTS Asset Management Performance & Targets Workshop 8:30-10 a.m. | BHB In this next iteration of our annual performance and target setting workshop, we will review all LOTS summary asset inventory and condition data submitted in August and discuss Tier II LOTS’ asset management targets for FY 23.

This workshop will cover in detail all aspects and the most frequently asked questions about the 5310 Grant process. LOTS Manual Changes Roll-Out 11 a.m.-12 p.m. | BHB The Office of Local Transit Support will roll out an updated LOTS manual. We will discuss changes to CARES, CRRSAA, ARPA, IIJA, SMS, and other reporting requirements. SMS - Updates, Goals & New Requirements 1-2:30 p.m. | BHB This safety training course for LOTS accountable executives and safety officers will update agencies on new procedures and deadlines for their 2022 Agency Safety Plan review and update, which must be submitted to OLTS by December 1, 2022. 5310 Procurement (Member Panel) 1-2 p.m. | Breezeway Fellow 5310 grant recipients will present a panel discussion on effective procurement processes and procedures. Topics covered will include vehicle procurement and preventive maintenance. The Transportation Association of Maryland, Inc., (TAM) is the only statewide member-driven organization in Maryland dedicated to improving community transportation in Maryland. Our membership support and MTA partnership enable us to carry on our work: hosting networking and training events, engaging in political advocacy, serving as a source of education and information for our members, and recognizing and encouraging excellence in Maryland transit. Why TAM?

Membership Types FULL MEMBER

Consists of public or private entities directly involved in coordinating, brokering, or providing public transit or para-transit services, or human service transportation within the State of Maryland. This class is entitled to vote and serve as Directors and Board officers. The dues vary based on the entities operating budget: • Less than $1 Million: $650 • $1 - $3 Million: $815 • More than $3 Million: $1,020 ASSOCIATE MEMBER Consists of public or private organizations, entities or individuals (i.e., suppliers, vendors, planning agencies, consultants, rideshare programs, intra- and inter-city bus companies, taxicab companies or other classes) who have a business or professional interest in public transit or para- transit activities. This is a voting class and is represented by a voting Board member chosen by the Associate Membership. The annual dues are $500. INDIVIDUAL MEMBER Consists of individual persons, not otherwise eligible for membership, who support the goals of the association. This is a voting class but is not eligible to serve as a director or Board Officer. The annual dues are $75.
