With the creation of the Imperial and International Communications Company (I&I Co.), a new advisory body was needed to oversee the Empire’s communications strategy. Thus was born the Imperial Communications Advisory Committee (ICAC). The Committee provided a structured platform for coordination and consultation on telecommunications matters across the Empire, helping to align policies, infrastructure development, and strategic priorities during a period of rapid expansion in global communications. THE EMPIRE’S COMMUNICATIONS COMMITTEE ICAC in Focus
The ICAC was more than just another layer of bureaucracy, it became the Empire’s nerve centre for telecommunications policy. It balanced the often- competing interests of cable and wireless operators, advised governments on investment and innovation, and ensured that communications served not only commerce, but also defense and diplomacy.
In doing so, it laid the groundwork for more coordinated international governance of communications infrastructure and demonstrated the growing strategic importance of telecommunications in shaping political and economic relations across nations.
