Policy in the Age of Instant Communication
With new technology came new challenges: spectrum management, data privacy, and cross-border regulation. The CTO became a trusted forum for solving these complex issues collectively. Through policy dialogue, technical cooperation, and capacity-building initiatives, the organisation helped member states navigate rapid technological change while promoting harmonised and inclusive digital development. It also strengthened the voice of Commonwealth countries in global ICT discussions, ensuring that the priorities of both developed and developing nations were reflected in international policy and regulatory processes.
