LEADERSHIP THROUGH THE AGES Six Secretary-Generals, two decades, one shared mission
Over the past two decades, six Secretary-Generals have led the Commonwealth Telecommunications Organisation through periods of rapid technological transformation — from the expansion of broadband and mobile communications to the rise of cybersecurity, digital inclusion, and emerging technologies. While each brought unique priorities and leadership styles, they shared one common mission: strengthening cooperation and ensuring the Commonwealth remains connected in an evolving digital world.
Under their leadership, the CTO strengthened its role as a platform for cooperation, policy dialogue, capacity development, and international advocacy for Commonwealth countries. While each Secretary-General brought distinct priorities and leadership styles, they remained united by one common mission: ensuring that all member countries — particularly small and developing states — could navigate and benefit from an increasingly connected and fast-changing digital world.
