DR. DAVID SOUTER (1995–2003)
The Policy Strategist
When assumed leadership of the Commonwealth Telecommunications Organisation, David Souter the digital landscape was rapidly evolving, with internet governance, regulatory reform and digital development emerging as global priorities.
Under his stewardship, the CTO strengthened its reputation as a leading voice in telecommunications policy and research across the Commonwealth, championing evidence-based studies that helped member countries shape informed policies on universal access, ICT development and telecommunications reform. Souter regards his greatest achievement as transforming the organisation's funding model. By mobilising support from international development agencies, he broadened the CTO's financial base, enabling the organisation to expand its research, capacity-building programmes and technical assistance for Commonwealth member states. He also elevated the CTO's profile in international ICT policy discussions, particularly on internet governance and the World Summit on the Information Society (WSIS), reinforcing its standing as a trusted source of strategic policy expertise. Souter left the CTO financially stronger, intellectually influential and better positioned to support Commonwealth countries in navigating an increasingly interconnected and rapidly evolving digital world.
