PROFESSOR TIM UNWIN (2011–2015)

The Inclusion Champion

With a background in international development and education, Professor Tim Unwin brought a human-centered vision to the CTO. He believed technology should empower people, not just connect machines.

Under the leadership of Professor Tim Unwin, the Commonwealth Telecommunications Organisation deepened its commitment to digital inclusion and people-centred development across the Commonwealth. His tenure was marked by a strong focus on expanding ICT access, skills development, and capacity-building programmes for marginalized communities, women, youth, and rural populations. Unwin believed that technology should serve as a tool for empowerment and social progress. Under his guidance, the CTO supported initiatives promoting ICT for development, including telemedicine projects in Africa and e-learning platforms in the Pacific aimed at improving access to healthcare and education in underserved communities. He also strengthened partnerships with academia, civil society, and development partners, ensuring that the organisation’s work remained grounded in practical development needs. His vision was encapsulated in his 2013 statement: “Digital inclusion is not charity — it is justice.” By the end of his tenure, the Commonwealth Telecommunications Organisation had reinforced its role as an inclusive and globally relevant organisation using technology to advance equality, opportunity, and sustainable development across the Commonwealth.
