MS. BERNADETTE LEWIS (2020–PRESENT)

The Resilience Builder

When Bernadette Lewis took the helm of the Commonwealth Telecommunications Organisation in 2020, the world was in crisis. The COVID-19 pandemic had exposed vulnerabilities in global systems, but it also underscored the critical role of digital infrastructure. Lewis, a seasoned Caribbean telecoms leader and former Secretary-General of the Caribbean Telecommunications Union, stepped in with the pragmatism of a crisis manager and the vision of a reformer.

Her leadership has been defined by resilience and renewal. She has championed the development of robust ICT infrastructures to withstand future shocks, advanced digital literacy and public education, and promoted inclusive strategies to ensure all member states benefit from digital recovery.Beyond stabilisation, Lewis has propelled the CTO into new frontiers. She has raised the organisation’s profile in AI governance and space governance, positioning the CTO as a thought leader in areas shaping the next century. By refreshing the organisation’s mandate, she has ensured the CTO remains not just relevant, but indispensable in a world where technology underpins every facet of development. “Our history is long, but our future will be longer,” she said in a keynote. “We must build not just networks, but nations prepared for the digital century.” Under Lewis’s stewardship, the CTO is not merely navigating change—it is driving it, with resilience as its anchor and transformation as its goal.
