FROM ACCESS TO RESILIENCE Why Digital Transformation Needed a New Playbook
The pandemic revealed that digital access alone was no longer sufficient. Systems had to withstand pressure, adapt quickly, and protect trust. This chapter explores the shift from expanding connectivity to building digital resilience — encompassing governance, cybersecurity, skills, and institutional readiness. It marks a turning point in how digital transformation was understood: not as infrastructure alone, but as a foundation of national resilience. Recognising that technology adoption without commensurate skills would falter, the CTO refined its training mandate through Capacity Building for Development Impact (CBDI). This programme moved beyond traditional training to focus on institutional strengthening — equipping policymakers, regulators, and practitioners with the skills needed to lead, manage, and sustain digital transformation initiatives in their countries.
