Beyond the ICT sector, the CTO has expanded its collaboration with multinational and international organisations whose mandates intersect with digital transformation. Partnerships with development banks and financial institutions has strengthened the link between policy reform, capacity building, and investment. Through these engagements, the CTO helped member states: align digital strategies with development financing frameworks translate policy priorities into bankable programmes integrate digital transformation into broader economic and social development agendas This convergence of policy, skills, and finance was essential in ensuring that digital transformation moved beyond aspiration into implementation.
