Central Washington University Board of Trustees July 27, 2018 ACTION – Capital Master Plan 2019-2029
Central Washington University takes a long-range approach to capital budget planning and campus master planning. The process includes developing a plan of proposed capital spending for a 10 year period each biennium. The legislature requires baccalaureate institutions to submit capital budget priorities and project funding proposals to the Office of Financial Management (OFM) every even- numbered year of each biennium. The long-range capital plan, also referred to as the capital budget, needs to support the mission, goals and objectives of the university’s strategic plan and campus master plan. Previous master plans have presented static images of the campus showing existing and future facilities as envisioned within a particular time frame. This updated campus master plan presents an aspirational vision, flexible enough to adapt to changing conditions, challenges, and opportunities. This master plan differs from previous plans by including a discussion of the importance of recognizing and planning for the full cost of the ownership of facilities, including depreciation, equipment replacement, staffing-maintenance funding, etc. The master plan further includes a comprehensive vision for residential facilities, including employee housing and retiree housing facilities. The plan recognizes an imperative to better understand, articulate and plan for the future. We recommend the following motion: The Board of Trustees of Central Washington University hereby approves the Capital Master Plan 2019-2029, as recommended.
