CWU Board of Trustees Attachment 2: 2019-21 State Capital Budget Priorities Descriptions July 26, 2018

In even-number years, state agencies submit biennial budget requests to the state budget office, the Office of Financial Management. CWU will submit requests for capital funding in priority order to OFM in August, after which each project request will be scored. Points are awarded for a number of factors, including the degree to which the project is a priority for the agency. CWU proposes to submit the following priorities for construction and renovation funding for the 2019-2021 biennium. 1.Health Sciences - $35,000,000 CWU is requesting funding to complete construction of the new Health Sciences facility, which will consolidate departments of Health Sciences and Health Career Resources. The state provided partial funding for construction in the 2017-19 capital budget, in the amount of $23 million. Phase 1 off the The project will upgrade aging steam boilers, chillers, and equipment in the central heating and cooling plant to meet growing heating and cooling demands. The project will also upgrade the campus underground utility distribution system from the central plant to accommodate future low temperature heating water and steam heat. These improvements will increase energy efficiencies, reduce rising utility costs and the use of fossil fuels and greenhouse gases. 3.Aviation - $9,900,000 The project will accommodate significant enrollment growth within the Department of Aviation, by designing and constructing a 4,000-square-ft. modular addition to the Aviation Training Center. The addition will increase instructional space, allowing the program to double capacity to 400 students and to serve students in a master’s degree program. The project also will construct a new 13,000-square-ft., fireproof hangar to house four airplanes, dispatch offices, a scheduling office, briefing rooms, flight instructor work stations, and restrooms. 4.Aviation - $5,000,000 CWU seeks funding to purchase a hangar facility at Bowers Field in Ellensburg. The hangar has classroom space and T-hangers. This is a stand-alone acquisition proposal requesting funds for one biennium. 5.Health Education - $6,900,000 The project would renovate and expand Nicholson Pavilion, constructed with state funds in 1959 when total enrollment was fewer than 1,600 students; now the facility serves 10,000 students and more than 40,000 visitors each year. The facility cannot accommodate academic programming demands, from course enrollment to university-wide landmark events like commencement and convocation. The facility has never had a major renovation. The project will renovate all major systems along with 55,000 square feet of academic space with a 30,000-square-ft. addition to provide instructional space. 6.Farrell Hall - $3,900,000 CWU is requesting funding to design a major upgrade of the old facility, which contains outdated electrical and mechanical systems, original infrastructure, non-energy efficient glazing, and building envelope and many other issues. Farrell Hall provides instructional space for a wide variety of general education programs and houses high-demand social-science programs. project will commence in early 2019. 2.Energy Efficiency - $15,000,000
