WHY EVERY COP MATTERS COP meetings have driven real change since they first started in Berlin, Germany in 1995, bringing global leaders together to address the pressing issues of climate change. These large-scale gatherings have been the launchpad for the Kyoto Protocol that aimed to control greenhouse gas emissions [GHG], the Green Climate Fund, the world’s largest multilateral climate fund, and the Paris Agreement, which was adopted in 2015 to keep global temperature increases below 2°C. They have also laid the foundation for the carbon market and the Global Methane Pledge, in addition to many other important binding commitments. Having grown steadily over the past two decades, COPs are now the largest annual meetings convened by the UN. Following COP27 in Egypt, which drew nearly 50,000 participants in 2022, the climate summit is being held in the Middle East for the second year running. Set to take place in Expo City Dubai from 30 November to 12 December 2023, COP28 UAE is expected to welcome a record 70,000 participants, including heads of state, government officials, industry leaders, private-sector representatives, academics, experts, youth, and non-state actors. To facilitate access to the conference, the UAE has developed an electronic COP28 UAE visa to be granted free of charge to registered participants of the event.

COP28 will focus on four paradigm shifts: fast-tracking the energy transition; transforming climate finance; focusing on adaptation to protect lives and livelihoods; and underpinning everything with full inclusivity. HE Dr Sultan Al Jaber, the Minister of Industry and Advanced Technology, the UAE’s Special Envoy for Climate Change and the President-Designate for COP28, announced these four pillars in July 2023. He also called on governments and climate stakeholders to commit to tripling global renewable energy output to 11,000 gigawatts [GW], a goal which 85 per cent of the world’s economies, including the G20, have now endorsed. “We need to go much further, and much faster. We’re playing catch up in our efforts to keep the 1.5°C [pathway] alive. We need to reverse emissions while moving economies forward, enabling an inclusive and a just transition that leaves no one behind,” HE Dr Al Jaber told delegates during the Abu Dhabi Sustainability Week 2023 earlier this year. “That’s why we’re determined to make COP28 a COP for all and a COP of action; a COP where the global North and global South really communicate and listen to each other; a COP where we move from goals to getting it done across mitigation, adaptation, and of course, loss and damage; and a COP where we deliver a new transformative deal on climate finance.”
