HE Dr Sultan Al Jaber and UNFCCC Executive Secretary, Simon Stiell signed the Host Country Agreement, strengthening their joint commitment to inclusivity and transparency at COP28 that fosters solidarity and transformative progress across the climate agenda. © WAM

As part of its commitment to an inclusive climate gathering, COP28 announced a set of measures to support the participation of women at the conference. These include financial assistance to encourage stronger attendance of women delegates, covering logistical, travel and other associated costs, as well as technical training sessions. Meanwhile, a dedicated day for Energy and Industry, Just Transition, and Indigenous People will see discussions around potential decarbonisation pathways, as well as economic opportunity, job growth, and the achievement of a just energy transition. Reflecting COP28’s commitment to inclusivity, this day’s meetings will address the importance of indigenous people’s intergenerational knowledge and leadership in climate action, whilst exploring mechanisms to improve their access to finance. Considering the disproportionate risks from climate change for children and youth, the conference also plans to empower young people to shape the outcomes of COP28 through its Youth, Children, Education and Skills day. The thematic day will focus on priorities such as stronger engagement mechanisms, investment in youth-led innovation, and the transformation of education to close the skills gap for green jobs. It will also feature the RewirEd Summit 2023, a global gathering that will convene climate and education actors and is being organised in collaboration with Dubai Cares, a philanthropic organisation that advocates for children's rights.

Day, they will explore critical topics such as reforms to the international financial system, the delivery of enhanced concessional support, the development of sustainable finance markets, and the strengthening of voluntary carbon markets. Of particular importance on this day will be addressing the critical relationship between gender equality and climate action, and the challenges that hinder financial support for women, girls, and marginalised groups. “Historically, the perspectives and leadership of women have been underrepresented in many spheres of public life and climate diplomacy is no exception,” said HE Razan Khalifa Al Mubarak, UN Climate Change High-Level Champion for COP28, who is also President of the International Union for Conservation of Nature. “The COP28 Presidency is mobilising for an inclusive COP. These steps to support women’s leadership and participation get us closer to our goal and, I believe, will also have a positive impact on future rounds of the climate talks and on climate activism in general.”
