University Partnerships Programme UPP

We are the UK’s leading provider of on-campus residential and academic accommodation infrastructure. We have over 35,000 rooms in operation or under construction through long-term, bespoke partnerships with 15 world-leading universities. With over 900 employees, since 1998 UPP has invested well over £2.6bn in the UK higher education sector and provided homes to over 350,000 students. We create bespoke, long-term partnerships which enable universities to make the most effective use of their assets, free up resources and improve student services. We fund, design, develop and operate high-quality and affordable accommodation on campus and deliver the very best student experience in partnership with universities. Our unique partnership approach enables our university partners to develop their estates whilst reinvesting in their core services of teaching and research. We fund, design and build new on-campus residential and academic accommodation infrastructure, complete estate transfers and operate facilities over the long-term. Our transactions are typically undertaken on a demand-risk-transfer basis through a non- recourse approach, with the asset returning to the university in an agreed condition at the end of the concession. We encourage our partners to take an equity share in the project company so that both parties benefit from the successful delivery and performance of the accommodation, with interests aligned over the life of the partnership.

Great space and services with student experience built in. Our partnerships support universities to create environments within which students can live, study and thrive. We manage the needs of more than 35,000 students every term so we never stop learning and we share our experience with our partners. We also know that every University is as unique as the thousands of students it serves and this ensures that we are never complacent, and never take a one size fits all view.

Listening, responding, adapting Students can be demanding and their needs constantly evolve.

Independent qualitative and quantitative research helps us understand the evolving needs of students and face to face focus groups, and regular surveys with our residents enable us to check and adapt our approach quickly. As specialists, the quality of our staff and their in-depth understanding of the unique environment and the people for whom we provide services, enables us to support universities, understand their aims and their strategy and together deliver tangible improvements to the student experience. Our design teams work to understand how students want to use space, and how they interact with each other, leading to seemingly small improvements to the specification of a bedroom, or major changes that impact on construction or technology. UPP Management

UPP Management is responsible for delivering a range of asset management services to more than 15 separate project companies and be tasked with ensuring the quality of the UPP portfolio remains both fit for purpose and attractive to students over the full term of the Group’s long term partnerships. UPP Management works closely with the Group’s other divisions, UPP Projects Limited (UPL) and UPP Residential Services Limited (URSL), acting to ensure that industry leading assets are developed and that high quality residential and facilities management services are delivered. Our design, planning, funding and development business, UPL is responsible for the origination, negotiation and subsequent financial close of our transactions. URSL is responsible for the Group’s provision of specialist operational management services, ensuring the day to day delivery of high-quality services to the students of our university partners.

The Role of the Assistant Technical Asset Manager

The Assistant Technical Asset Manager will play a key role as the Asset Management Team plans and delivers long-term investment across the UPP portfolio, with key aspects of the role assisting with the delivery of strategic life-cycle and asset replacement programmes, individual refurbishment, modernisation and sustainability projects. You will also support the Technical Asset Manager in strategic asset management planning, including condition analysis and data gathering on the estate, analysing trends and assisting with options appraisal for future projects and investment. We are seeking an individual with experience of asset management/ building surveying activities including whole life costing, condition analysis and strategic maintenance planning, together with the technical and commercial understanding of the procurement and management of asset replacement and refurbishment projects and programmes. Experience of working on a portfolio with comparable characteristics to the one found at UPP would be particularly advantageous, as would a technical background and professional qualification in the construction industry.

Job Purpose The UPP student accommodation portfolio is growing and we require an Assistant Technical Asset Manager to join our expanding Asset Management Team to deliver aspects of Asset Management for UPP Management Limited such that UPP achieves its aims and strategic priorities. The Assistant Technical Asset Manager will work in an existing asset management (& life cycle) team and be supported by 3 other Technical Asset Managers who have considerable experience and knowledge of all UPP sites. Responsibilities • Manage, coordinate and undertake condition surveys in order to prepare sinking fund plans for agreement and approval by UPP colleagues, university partners and SPV Boards. • Prepare and manage the delivery of the annual sinking fund plans (including forecast expenditure) for each site within the Technical Asset Manager’s region or as required by the Head of Life Cycle. • Provide assistance in preparing annual sinking fund report packs and Board reports including reviews and analysis of historic performance, summary of the forecast works proposals for 3 years ahead, and a ten year look forward life cycle cash flow and investment plan. • Undertake regular site visits to assess the condition of buildings and report on remedial action required to prevent deterioration of the asset which might lead to contractual non-compliance or loss of revenue and/or Health and Safety risk. • Manage the procurement of sinking fund budget spend including; carrying out due diligence on suitable contractors, preparing tender packages (including National Framework tenders), tendering and tender evaluate with site representatives.

• Preparation of Project Plans for each site including tracking forecasted sinking fund works against agreed the approved forecast and budget.

• Work with the Asset Management team to ensure standardisation of good design across the portfolio where possible. Where required, prepare and manage design proposals for each site with support from the Product and Design Manager. • Work closely with Asset Management team, site teams and procurement to look at opportunities to improve the approach to maintenance and procurement of service contracts to improve the performance of the properties.

• Work closely with the product development team to ensure that product development ideas and design is carried through to site refurbishment designs/works.

• Work closely with the Technical Services Manager to understand the M&E assets on all sites and agree a strategy for refurbishment/replacement within the agreed budgets.

• Assess and provide specific insight into the performance of building elements. Identify opportunities to optimise the performance which may lead to longer service life and reduce the frequency of replacements.

• Agree a package of work items to be either carried out or instructed directly by the site teams and manage the procurement, quality of work and budget to completion.

• Project manage the process for the delivery of sinking fund works, perform Contract Administrator duties and ensure all works are completed to a good quality, on time and within budget. Preparing building contract documents and aligning these with the orders.

• Monitor actual spend against the sinking fund forecast, and budget and report monthly as required.

• Identify issues which may affect other projects in the broader UPP portfolio and share information using available resources.

• Provide other technical responsibilities as required to fulfil the post.

Proven ability to deliver to budget and deadlines.

Building strong working relationships with project stakeholders. Competent/self-sufficient user of MS Word, Excel, PowerPoint and Outlook

Possess or be working towards a relevant professional accreditation e.g. MRICS or APM.

Academic qualification in

Building Surveying or related discipline at least up to Degree level or equivalent

Ability to work independently and as part of a team

Personal Qualities

Client facing skills in order to ensure customer relations are maintained at all times

Ability to lead site teams in procurement of special projects. Ability to pick out key information and reporting it in a timely manner using appropriate means of communication.

Ability to work to deadlines and prioritise accordingly.
