GFL Environmental Inc. (anciennement Lafleche Environmental Inc.), le propriétaire et l’exploitant du Complexe environnemental de l’est de l’Ontario (« CEEO ») existant à Moose Creek en Ontario, entreprend une évaluation environnementale (« EE ») conformément aux exigences de la Loi sur les évaluations environnementales afin d’obtenir l’approbation d’augmenter la capacité du site d’enfouissement déjà existant du CEEO. Le projet d’expansion implique la mise en oeuvre des étapes 3B et 4 dans les limites du site d’enfouissement existant du CEEO. Ces étapes avaient été identifiées aux fins de mises en oeuvre dans le cadre de l’approbation initiale du CEEO. Le CEEO est situé dans le canton de North Stormont, à environ 5 km au nord-nord-ouest du village de Moose Creek, Ontario, et 5 km à l’est du village de Casselman, Ontario. L’emplacement du Complexe est illustré sur la carte ci-après. L’objectif de l’EE est d’évaluer les effets possibles du projet d’expansion du site d’enfouissement sur l’environnement. Une ébauche du rapport d’étude d’EE sera disponible aux fins d’examen le 31 janvier 2018. GFL Environmental Inc. (formerly Lafleche Environmental Inc.), the owner and operator of the existing Eastern Ontario Waste Handling Facility (EOWHF) in Moose Creek, Ontario, is undertaking an Environmental Assessment (EA) in accordance with the requirements of the Environmental Assessment Act (EAA) seeking approval to expand the disposal capacity of the existing landfill at the EOWHF. The proposed expansion will involve the development of Stage 3B and Stage 4 inside the boundaries of the existing EOWHF. These landfill stages were identified for development in the original approval for the EOWHF. The EOWHF is located within the Township of North Stormont, approximately 5 kilometres north-northwest of the village of Moose Creek, Ontario, and 5 kilometres east of the village of Casselman, Ontario. The location of the Facility is shown on the Key Plan below. The purpose of the EA is to assess the potential effects of the proposed landfill expansion on the environment. The Draft EA Study Report will be available for review on January 31, 2018. The EA considered two alternative methods for providing the additional disposal capacity within the existing property boundaries for the EOWHF. The development of Stage 3B is the same for both alternative methods. Alternative Method 1 involves developing Stage 4 as a rectangular cell similar to the original plans for the landfill. Alternative Method 2 involves developing Stage 4 in an L-shaped cell. The comparative evaluation of the alternative methods determined that Alternative Method 1 is the Preferred Alternative. L’EE a pris en considération deux méthodes permettant d’augmenter les capacités du site d’enfouissement dans les limites du site existant du CEEO. L’étape 3B est la même pour les deux méthodes. En revanche, pour l’étape 4, la méthode 1 préconise une cellule rectangulaire semblable aux plans initiaux du site d’enfouissement. Alors que la méthode 2 préconise une cellule en forme de L pour l’étape 4. L’évaluation comparative des deux méthodes a déterminé que la méthode 1 était l’alternative privilégiée.
